General Description POSTING TYPE: Open Competitive DEPARTMENT: Employment and Economic Assistance HOURS: Full-Time PREFERRED HIRING SALARY: $92,218 - $115,272/annually FULL SALARY RANGE: $92,218 - $144,090 /annually (Salary Grade 110) LOCATION: Northern Service Center UNION: HSSA CLOSE DATE: 4:30 p.m. on July 23, 2026 What You'll Do Program Supervisors manage the daily operation and supervision of staff to ensure the smooth program operation and service to County residents and underserved communities. Supervisors are central in the hiring and training of entry-level and advance program staff positions to ensure comprehensive service delivery. They also plan, design, evaluate, and direct the implementation of new and existing programs, processes, and initiative within their unit and the department. The Household with Children unit is seeking a dedicated Program Supervisor to lead staff in administering the MFIP, SNAP, and CCAP programs that support families in our community. While experience working with families or familiarity with these programs is helpful, it is not required. Minimum Qualifications Bachelor's degree AND Two years related program experience in a Government Public Assistance Agency, Child Support Agency, Employment Services Program agency. OR a combination of education AND six years related program experience in a Government Public Assistance Agency, Child Support Agency, Employment Services Program agency. At least two years of the above-required program experience must have occurred in the past five years in Minnesota. Preferred Experience beyond Minimum Qualifications: Experience as a Lead Worker, Program Trainer, Supervisor, or Manager. Direct work experience in Public Assistance programs. Duties & Responsibilities These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions. Demonstrates a commitment to increase cultural diversity County wide and actively supports the County's diversity initiatives, and works to address the needs of diverse and underserved communities. Supervise entry level and advance program staff positions to ensure comprehensive service delivery to Country residents. Manage daily unit operations and coordinate with other units and departments. Plan, design, and direct the implementation of new and existing programs, processes, and initiatives. Analyze and interpret legislation, rules, and statutes to develop policy. Develop job descriptions and set performance measures for staff. Initiate and complete the hiring of staff, manage personnel issues. Perform special projects as assigned. Represent the agency in administrative-type settings, internal and external workgroups, and advisory committees. Manage contracted services and oversee the provision of services related to contractual agreements and governing entities. Prepare and deliver community education programs. Knowledge of community resources and many other programs including employment services. Knowledge of relationships of the agency to other agencies and governing entities. Considerable ability to work effectively with the public, department and County associates in a professional manner. Assist staff with identification of client's complex life situations and social service needs; helps identify appropriate resources for referral of clients to other social service agencies; and assists when needed in diffusing volatile situations with clients. Ability to assess complex life situations and make related decisions and recommendations to resolve problems. Ability to work under stress and use discretion in making decisions which have significant short and long-term impacts on the lives of individuals and families. Ability to assess a person's social, economic, emotional, and health needs. Ability to direct staff who advise people in crisis and make decisions leading to crisis resolution. Ability to lead and support staff with balance of job expectation and individual work and home life situations Working knowledge of computer software and information systems. Must possess a high level of analytical and problem solving skills. Ability to analyze and interpret rules, legislation, related regulations with respect to content and impact on the organization and Dakota County residents. Ability to organize work efficiently and effectively. Ability to communicate effectively both orally and in writing. Ability to work independently and as a team member. Ability to prioritize work within the agency according to client and agency needs. Ability to conduct research, analyze, and coordinate work. Ability to prepare clear, concise, and accurate summaries, evaluations, and apply analytical reasoning. Ability to plan, supervise, motivate, and evaluate the work of others. Ability to handle staff conflict and personnel issues in sensitive situations. Ability to oversee the development, coordination, and implementation of large projects that impact both internal and external structures. Ability to prepare and deliver presentations utilizing advanced public speaking skills. Ability to read and comprehend information and the post-graduate level. Work Environment Work is performed in a County office building and home office hybrid model. A full-time County office is available. Work is primarily sedentary and requires extensive use of a computer. Employee may need to lift up to twenty pounds on an occasional basis. Items carried typically include light objects such as briefcases, notebooks, work papers, laptop and data printouts. Lifting of moderately heavy objects generally is not required. Location & Schedule This is a hybrid position that offers a mix of telework and in-person work at our Northern Service Center in West St. Paul, MN. Work is typically performed Monday through Friday during regular business hours (8:00 a.m. to 4:30 p.m.). Benefits Comprehensive and affordable medical, dental, vision, and other benefits.
