Job description

Position Overview The Golden Triangle Business Improvement District (BID) is seeking an Associate Director of Safety and Preparedness to lead the BID’s award-winning Safe, Secure, and Prepared program. This position will work to foster a safe environment, contribute to neighborhood security, and assist businesses and individuals in preparing for all types of emergencies. This position will work with one direct report to manage the day-to-day safety operations of the BID, including the Safety Specialist, Homeless Outreach, and safety technology alerting and camera programs. Each day this role will work with government agencies, social service partners, and BID members to track trends, monitor crime, and creatively address neighborhood concerns. Founded in 1997, the Golden Triangle Business Improvement District (BID) encompasses 172 downtown block faces and works to enhance the public space from the White House to Dupont Circle and 16th Street, NW to 21st Street, NW. The BID’s vision is for a safe, clean, attractive and user-friendly downtown that confirms Washington as the premier business and entertainment destination in the region and contributes to the perception that downtown Washington is a world-class destination. In addition to its focus on maintaining an environment that is clean, safe and welcoming, the BID regularly initiates capital improvements to create attractive and unique urban spaces throughout the Golden Triangle neighborhood. The BID has taken the lead on activating public spaces, developing and implementing permanent public art projects, converting hardscapes to bio-retention areas, improving parks through design, and transforming the Connecticut Avenue streetscape from K Street to Dupont Circle. The Associate Director of Safety and Preparedness reports to the Chief of Staff and will work strategically, to build and maintain strategic partnerships with public safety agencies, emergency management, and others to enhance safety in the BID. These relationships allow the BID to be a conduit between public and private sectors before, during, and after emergencies. This position will also develop and implement the BID’s safety and preparedness training and exercise program- conducting internal and external exercises and trainings for BID staff, Ambassadors, Safety Specialists, and for BID members and partners. Due to its operational role, telework is not available. Responsibilities Safety and Security Operations Provides strategic and tactical direction for the BID’s day-to-day safety and security operations. This includes oversight and direction of the Safety Specialist contract, including directing strategic data-driven deployments, organizing training, and developing and testing operational protocols. Monitors and tracks crime trends working with law enforcement, BID members, and other stakeholders to creatively solve neighborhood challenges. Leads the BID Emergency Operation Center, ensuring high daily and emergency operational performance. This includes directing BID assets on-scene and serving as the BID’s Incident Commander and/or on-scene representative and connection with emergency responders, government officials, BID members, and utility companies. Monitors and tracks a variety of open-source information, including communications from Ambassadors, Safety Specialists, and partners to develop situational awareness of planned and unplanned events and incidents. Integrates information sources to provide timely, accurate and actionable information to internal and external stakeholders via Safety Bulletin emails and emergency alerts, utilizing our alerting platform. Provides direction for the BID’s safety and security technology systems including OnSolve emergency alerting, radio, and camera systems. Serves as the liaison to the District of Columbia HSEMA, Fire & EMS, MPD, other public safety agencies, and utilities to share information, engage in creative problem solving and coordinate during responses, as needed. Supervisory responsibility for the BID’s Safety and Security contractor. Preparedness Owner and lead expert on the BID’s emergency response plan supporting the BID’s response to localized and neighborhood-wide all-hazard emergencies and planned events. Conducts after action process to implement improvements. Supports a variety of internal preparedness efforts, including, but not limited to, developing and updating internal emergency plans and procedures; maintaining emergency equipment; updating contact lists; and providing focused training and exercises to staff, Ambassadors, and Safety Specialists. Develops and delivers training, exercises, and preparedness events for BID members and partners. These all-hazard events range from large-scale neighborhood events to smaller building training/drills and coordinated drills with emergency responders. Develops engaging, data-rich grant proposals and manages grant-funded programs to deliver outcomes on time and within budget. Homeless Outreach Oversees the BID’s Homeless Outreach program including contractor performance, working with District agencies and non-profits, monitoring homeless services system engagement, and developing data analysis with the goal of leading an integrated outreach program. Serves as the liaison with government service providers working in and responding to street homelessness. Qualifications Bachelor’s degree required in public safety, criminal justice, homeland security, or a closely related field. 5 years related work experience in public safety, criminal justice, homeland security, etc. required Police, Fire, EMS or other first responder experience. Ability to process information, make sound decisions, and respond quickly. Experience working with local government agencies required. Strong analytical, problem solving, and interpersonal skills. Strong ability to manage multiple projects at once to on-time and on-budget outcome-focused delivery managing both tactical details and strategic vision. Excellent oral communication and written skills, with particular attention to detail and audience. Ability to be customer service focused, yet persistent and results oriented. Experience with physical security, alerting tools, CCTV systems, radio systems, and other technology is highly desirable. Good working knowledge of Microsoft Outlook, Word, Excel, and PowerPoint. Be able to work outdoors for approximately 25% of your time, including in adverse weather conditions to assess and address issues on the street. A competitive salary of $105,000 - 115,000 is offered based on qualifications and experience as well as a comprehensive benefits package.
