Senior Social Scientist

This position is located in the Criminal Justice Coordinating Council (CJCC), Statistical Analysis Center. CJCC is an independent agency within the District of Columbia government. The mission of CJCC is to identify challenges and generate solutions to enhance public safety and the fair administration of justice in the District of Columbia. The CJCC staff help accomplish this mission by facilitating automated information sharing, conducting research and analysis, facilitating interagency collaboration, and providing training and technical assistance. The incumbent serves as the expert, authoritative research and analytical lead within the Statistical Analysis Center. The incumbent is responsible for leading key criminal and juvenile justice research and analysis, including methodological design, statistical analysis, and targeted communication for key audiences; project management for key research and analytical products, including developing project plans, securing data use agreements, cleaning and managing data, developing and implementing quality assurance procedures, and ensuring review by key stakeholders; and providing methodological and statistical consultation and support to other members of the Statistical Analysis Center as well as criminal and juvenile justice systems in the District. Duties and Responsibilities Incumbent creatively and strategically applies advanced technical abilities related to qualitative, quantitative, and mixed-methods research design and implementation, program evaluation, and analyses to understand complex justice system challenges. Incumbent possesses knowledge about the criminal and juvenile justice systems and the demonstrated ability to develop expertise in the specific domain areas where CJCC focuses in order to correctly interpret and make meaning out of analytical results. Incumbent leads research projects and collaborative initiatives; communicates effectively with stakeholders to translate research such that it can be used to drive evidence-based decision-making; and commits to using rigorous scientific methods to improve outcomes for District residents. Designs data collection instruments and methodology for administering and disseminating such instruments, including surveys, semi-structured interview guides, and focus group protocols. Develops statistical sampling protocols and outreach strategies for survey administration as well as qualitative sampling designs. Oversees the work of data analysts and research interns; lends statistical, methodological and analytical expertise to shape and direct juvenile and criminal justice research within CJCC; coordinates major research projects with staff, reviewing the work and providing direction, as needed. Summarizes findings from the research literature and thinks creatively about how such findings can be applied in District criminal and juvenile justice policy and program settings. Qualifications & Education Education: Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Preferred Education: A doctorate degree is highly preferred. Specialized Experience: This position requires one (1) year of specialized experience equivalent to the next lowest grade level in the District of Columbia government. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Licensures & Certifications None Work Conditions/Environment Work is performed in an adequately lighted, heated, and ventilated environment. The work area involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms. Background Check: Incumbent must successfully pass a criminal background check conducted by CJCC as a condition of employment and may be subject to periodic criminal background checks for the duration of your tenure. These background checks will be conducted pursuant to internal CJCC policy, and one must be completed before your first day of work. Residency Requirement: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years.
