Contract Administrator I Or II

Are you a strong leader who enjoys mentoring others, building relationships, and supporting the delivery of transportation projects across Texas? Professional Engineering Procurement Services (PEPS) Division Fort Worth Service Center is seeking a Contract Administrator interested in building a long-term career with the Texas Department of Transportation. The ideal candidate will have extensive knowledge of engineering, architectural, and surveying contracts, strong leadership skills, and the ability to coach and develop team members. Strong communication and interpersonal skills are essential, along with the ability to work effectively with team members and stakeholders across the state, adapt to changing priorities, and thrive in a fast-paced environment while maintaining a collaborative, customer-focused approach.

This position is for Contract Administrator I or II. The Texas Department of Transportation reserves the sole right to determine the level of position based on the applicant's work experience, education, skill level, and all other appropriate factors and based on business needs. Work location: The selected candidate's work location may be headquartered in any of the following 25 TxDOT District offices located in Abilene, Amarillo, Atlanta, Austin, Beaumont, Brownwood, Bryan, Corpus Christi, Childress, Dallas, El Paso, Fort Worth, Houston, Laredo, Lubbock, Lufkin, Odessa, Paris, Pharr, San Angelo, San Antonio, Tyler, Waco, Wichita Falls, and Yoakum.

Minimum Salary: $76,530.00

Maximum Salary: $156,612.00

Pay Basis: Yearly

FLSA Status: Exempt

Travel: Yes, 10% of the time

Position Description:

Contract Administrator I: Salary Grade B26 $76,530 - $129,430 Oversees and manages policy for advanced and complex contract duties in support of large scope, high-dollar or high-risk contracts. Oversees the execution and administration of contracts by defining requirements, participating and advising on negotiations and ensuring compliance with policy, law and acceptable contracting practices. Monitors progress/benchmarks, financial expenditures, allocations and inspects final results. Serves as the point of contact for contracts and related issues. Work requires extensive contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Contract Administrator II: Salary Grade B28 $92,600 - $156,612 Oversees and manages policy for highly-advanced contract duties in support of large scope, high-dollar or high-risk contracts. Oversees the execution and administration of contracts by defining requirements, participating and advising on negotiations and ensuring compliance with policies, laws, and acceptable contracting practices. Monitors progress/benchmarks, financial expenditures, allocations, and inspects results. Serves as the point of contact for contracts and related issues. Work requires extensive contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties Contract Administrator I and II:

  • Develops, writes, revises and/or prepares, procurement documents, agreements, and time extensions.
  • Oversees development, writing, revision and/or preparation of highly complex contracts, amendments, procedures, forms, related documents and provisions, financial/statistical graphs and reports.
  • Oversees the administration of complex agreements and contracts.
  • Monitors contract performance by examining billings and fiscal data for compliance with contract terms and policies.
  • Provides advanced technical and administrative support including reviewing and processing contracts, answers questions, provides assistance, and resolving discrepancies and contract-related issues.
  • Provides guidance and recommendations concerning contract administration processes and best practices.
  • Oversees maintenance, updating, and compilation of detailed data, reports, summaries, files, records, logs, statistics, or specific contracts, including procurement documents and revisions; oversees writing of routine and unique correspondence.
  • Serves as a lead worker to TxDOT employees by serving as a resource for complex questions, providing technical training, and presenting workflow and operational updates to the supervisor.
  • May conduct training on complex contracting issues.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

  • Education: Bachelor's Degree in business administration, finance, or a related discipline.
  • Experience: Contract Administrator I: 6 years of contract administration, contract management, contract development, or related experience Contract Administrator II: 7 years of contract administration, contract management, contract development, or related experience (Experience can be satisfied by full time or prorated part time equivalent) -Relevant experience may be substituted for education on a year per year basis .

Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle.

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
