Utility Monitoring Technician - Long Term Planning

Posting Type Open Competitive Work Type Full Time Nature of Work This is technical work in the sampling and flow measurement of wastewater and combined sewage and data collection and verification of the assets that make up the collection system. Incumbents may be required to install and position flow measurement devices, take readings and samples, and record into the computer system. Incumbents will utilize instruments to assist in maintaining asset information on the collection system including survey and GPS equipment. Incumbents will prepare reports for others to review and analyze to assist in the management of the collection system. Incumbents will work both independently and under the direction of others in their daily work assignments. Education and Experience High school graduation or its equivalent AND One (1) year experience working with wastewater collection and/or treatment, survey, GPS data collection, or general construction. Special Qualifications Confined Space Entry certificate Work Zone Traffic Control certificate Cardiopulmonary resuscitation (CPR) Certification Must be available to work on-call and after hours to respond to emergency situations as necessary. Pay Range $23.79 with step increases to $30.58 Hourly Benefits Forty-hour work week. Paid leave per year: twelve days vacation; eighteen days sick; and fourteen holidays. Required Knowledge, Skills and Abilities Knowledge of, and ability to operate, computers and other technology using standard or customized computer or systems software applications appropriate to the assigned tasks. Knowledge of, or demonstrated ability to obtain knowledge of, flow measurement and sampling equipment and operation. Knowledge of, or demonstrated ability to obtain knowledge of, survey and GPS equipment. Knowledge of safety precautions to be observed when working in manholes. Knowledge of wastewater collection systems. Knowledge of mathematics including algebra and geometry, calculating averages, percentages, standard deviations, and other formulas using a calculator. Knowledge of work zone safety. Skill in operating utility locating equipment. Ability to learn and adapt to advances in computer and electronics device technology and software. Ability to operate utility locating equipment. Ability to read and interpret maps and blueprints. Ability to measure within 1/64 of an inch. Ability to communicate effectively with the general public and industry representatives. Ability to understand oral or written instructions. Ability to establish and maintain effective working relationships with fellow employees and members of the general public. Ability to adhere to safety policies, procedures, and guidelines. Ability to work in a confined space and to climb in and out of manholes with 24\" diameter access. Ability to climb, reach, balance, bend, stoop, squat, stand, walk, and lift up to eight hours or more. Ability to move objects weighing over one hundred (100) pounds 33% of the time; objects weighing from twenty (20) to fifty (50) pounds up to 66% of the time; and objects weighing up to twenty (20) pounds 67 to 100% of the time. Essential Functions Locates sites which may include water quality sampling, investigation, and flow monitoring sites, using sewer maps, industry maps, blueprints, and the Geographic Information System (GIS). Performs water quality sampling for sanitary sewer and combined sewer overflows. Installs, positions, and maintains flow measurement sampling devices and equipment in manholes. Performs detailed manhole condition assessments. Performs smoke testing for sanitary and combined sewer system investigations. Collects flow meter readings and sampling data for system capacity analysis and compares results to predetermined guidelines. Enters meter reading and sampling data into a computer. Coordinates sampling dates with industry representatives and explains process and results. Also inspecting industries to ensure compliance with municipal codes. Investigates sewer use exemption requests and septic tanks. Prepares reports based on sampling and inspection results for Nebraska Department of Energy and Environment and Federal regulatory compliance. Calibrates, cleans, repairs, and tests flow meters, recorders, and printers. Investigates and collects asset management data on the sewer collection and conveyance system utilizing survey, GPS, and other equipment. Checks and collects the data to ensure accuracy prior to entry to the City of Omaha's GIS. Maintains regular job attendance in accordance with a schedule established for the position by the supervisor. Performs other related duties as assigned or as the situation dictates within the scope of this classification.
