ABOUT THE OFFICE The Mayor’s Office of Criminal Justice (MOCJ) advises the Mayor of the City of New York on criminal justice policy. MOCJ develops and implements strategies, with partners inside and outside government, to reduce crime and incarceration and to promote fairness and legitimacy. MOCJ works with law enforcement, city agencies, non‑profits, foundations, and others to implement data‑driven strategies that address current crime conditions, prevent offending, and build the strong neighborhoods that ensure enduring safety. The Research Innovation team drives the development and effective implementation of precision public health and public safety initiatives. Drawing on evidence‑based and community‑based insights, the Research Innovation team operates through four main pillars: data‑driven policy development, evaluation, quality assurance, and interagency coordination. ABOUT THE ROLE The Director of Policy Metrics (herein referred to as “Director”) on the MOCJ Research Innovation team will be responsible for driving data metrics for the development, quality assurance, and communication of public health and public safety justice solutions. This role requires leveraging evidence‑based quality assurance metrics and developing new key indicators to drive resolution of the most pressing issues in criminal justice policy. The successful candidate must be able to develop and maintain relationships with research, program, agency, community, and justice‑involved partners. They must be able to move fluidly between technical metrics development and meaningful deployment of metrics in operational and policy contexts. They must also be creative, highly motivated, and able to manage projects from inception through implementation. RESPONSIBILITIES Supporting the development and execution of a strategic metrics infrastructure to drive effective policies to reduce crime and further positive life outcomes for justice‑involved people, including resolving key barriers to successful implementation. Leveraging existing research evidence to further crime reduction and increase wellbeing through highlighting key metrics. Developing meaningful metrics and ensuring that their technical development is responsive to and aligned with overarching policy goals. Guiding the generation of dashboards that use key metrics to monitor opportunities and challenges across the justice system. Translating and communicating insights from data and research to a wide audience to inform policy and partners. This requires distilling technical jargon into straightforward language, identifying patterns and trends relevant to policy goals, and articulating evidence‑based recommendations that address community needs. Partnering with program staff, community partners, and justice‑involved people to weave different sources of information together with research‑derived insights to produce effective solutions. Conceptualizing and managing metrics for funded studies implemented by external research partners. Identifying creative ways to make causal inferences to address large, multi‑faceted policy questions while taking into account complex externalities. Preparing insights for publication or for internal use as appropriate. Maintaining careful practices regarding data‑sharing and the confidentiality of non‑public information. Providing mentorship and supervision to other analysts as needed. Other duties as assigned. MINIMUM QUALIFICATIONS Do you have a baccalaureate degree from an accredited college or university? Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities? Do you have a four‑year high school diploma, or its educational equivalent approved by a state’s Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question “2” above? Do you have a satisfactory combination of education and/or experience equivalent to that described in questions “1,” “2,” and/or “3” above? PREFERRED SKILLS Experience in criminal justice policy. Professional experience involving data‑driven policy, and conducting and managing data development in policy environments. Demonstrated ability to learn about new areas of policy. Experience in data‑driven policy development and communication. Experience working with clinical, justice‑involved, or other marginalized populations preferred. Working knowledge of key City/State criminal justice agencies (e.g., NYPD, DOC, District Attorneys’ Offices, OCA). Strong proficiency in Microsoft Excel and R statistical software for data analysis and visualization, and Tableau for building custom data dashboards. Experience with CRM platforms (e.g., Salesforce) for collecting data from diverse sources and reporting key metrics. Excellent organizational, time‑management, and multi‑tasking skills, including the ability to take initiative, problem solve, balance competing priorities, pay close attention to detail, and work independently as well as with teams in a fast‑paced/high‑pressure environment. Ability to give and receive clear direction/instruction. Effective and creative leadership ability with the capacity to work both independently and cooperatively. Experience managing research staff, including at least one year in a supervisory role. Proven ability to establish and maintain effective working relationships with a wide range of entities (e.g., government agencies, community organizations).
