Job description

$7,530.00 - $9,823.00 per Month New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable. Under the general direction of the California High-Speed Rail Authority’s Senior Management Auditor, the Staff Management Auditor is responsible for conducting the most complex and sensitive assignments of the high-speed rail project’s programs, management processes, and contracts. The incumbent independently conducts complex financial, compliance, and performance audits to ensure state and federal resources are properly expended and managed in accordance with laws, regulations, and guidelines. The Staff Management Auditor acts as a lead to Associate Management Auditors and Staff Services Management Auditors throughout the planning, fieldwork, and reporting phases of the engagement, supervising the engagement to ensure objectives are achieved and quality is assured. All work is to be accomplished in accordance with State and federal rules, regulations, and guidelines; generally accepted governmental audit standards, and the International Standards for the Professional Practice of Internal Auditing. Working Conditions Part‑time telework is available for California residents based on the requirements of the position and may be discussed during the interview process. Employees will work in a climate‑controlled office under artificial lighting but may be required to travel within the state to meet with customers or attend meetings and conferences. Work may require sitting for long periods using a keyboard and video display terminal. Minimum Requirements You will find the Minimum Requirements in the Class Specification. STAFF MANAGEMENT AUDITOR Effective July 1, 2025, state employees are subject to temporary salary reductions in exchange for Personal Leave Program (PLP) accruals. Desirable Qualifications Working familiarity with audit standards including Yellow Book, GAGAS and ISPPIA and other appropriate standards used in performing financial and performance reviews of government programs. Knowledge of contracting laws, regulations, and practices. Knowledge of accounting systems, including invoicing and billing systems, project cost systems, including indirect cost rates. Knowledge of Code of Federal Regulations, Title 2, Part 200, Title 48, Part 31, and Title 49, Part 18. Knowledge of generally accepted auditing techniques, including performance, financial, and compliance auditing. Ability to apply methods of auditing, including through information technology systems. Knowledge of internal controls and risk assessment concepts. Understanding of organization and management of State government and agencies. Understanding of program planning and evaluation. Understanding of statistical and sampling methods to auditing. Knowledge of California general obligation bond principles and practices. Receptive to constructive criticism. Ability to write effectively in narrative form. Ability to work independently, and as part of a team. Ability to exercise a high degree of initiative, be a self‑starter and use independent judgement. Ability to work effectively with top level managers of State agencies and other organizations. Ability to effectively communicate to groups and individuals on technical issues. Ability to plan, analyze and translate technical results into oral or written format understandable for non‑auditors. Ability to assimilate and evaluate technical and procedural input from various sources. Ability to develop alternative courses of action and make objective recommendations. Experience with automated audit workpaper solutions. Proficiency with Microsoft products and Google Chrome. Experience auditing grants or other pass‑through funds. Experience leading audit engagements. Experience performing internal control audits. Location The High‑Speed Rail Authority headquarters building is located in downtown Sacramento on the corner of 8th and L Street. It is one block away from the 8th and Capitol light rail stop and the 7th and Capitol light rail stop. The building is also within walking distance of DOCO, the California State Capitol Park, a farmer’s market during summer months, and Old Sacramento.
