SCETV also provides teacher training and re‑certification in face‑to‑face and online settings. Job Purpose The Accounting/Fiscal Manager I serves as the agency's Controller and reports directly to the Chief Financial Officer (CFO). Under general supervision, the Controller provides leadership and management of the agency's accounting and reporting functions, including budgeting, cost allocation, grants accounting and reporting, asset management, and procurement/purchasing services. Job Duties • Performs complex accounting duties, developing and preparing financial and statistical reports for the Agency's annual budget of $35 million in federal, state, and earmarked appropriations. • Leads and executes the organization of internal controls and staffing for accounts receivables, accounts payables, general ledger, and grant reporting within the SAP/SCEIS financial system to maintain accurate records during closing packages and audits. • Delivers comprehensive training to finance personnel on internal orders of operations and standard operating procedures aligned with standards established by the SC Comptroller General's Office, SC State Treasurer's Office, and Executive Budget Office. • Prepares and analyzes financial data and reports to identify discrepancies, investigates and recommends corrective actions timely, monitors staff performance, and measures data integrity and fiscal reliability. • Performs complex accounting and periodic SCEIS audits to ensure controls standards are met. • Develops and maintains the Agency's multifaceted budgets, aligns them with program and project needs, forecasts and analyzes budget versus actual trends, and recommends adjustments and corrective measures. • Acts as the financial liaison to internal and external stakeholders in accordance with federal, state, and agency guidelines and regulations. • Leads and coordinates Agreed Upon Procedures audits, works with independent auditors annually, and facilitates trainings for budget and finance activities for management and staff. • Assists with procurement/purchasing service operations. • Generates ad hoc reports upon request from Executive Management. • Performs all other duties as assigned. Qualifications Bachelor's degree in accounting, finance, business, or related field. Minimum 5 years of SCEIS experience and 5 years of state government experience. Professional experience in accounting, auditing, finance, or banking. Designation as a C.P.A. may be required.
