Job description

Overview Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. The work requires contact with governmental officials, private entities and/or contractors. Employees at this level are virtually self‑supervising and assume direct accountability for the work product. Essential Duties Acts as consultant to staff engineers to coordinate construction operations. Acts as a liaison with divisions, MPOs, cities, counties and other governmental entities concerning traffic management and/or traffic safety projects. Advises staff engineers. Assists Area Engineers with construction contract administration matters. Assists in the development, preparation and letting of maintenance contracts for the district. Directs construction operations to include review of shop drawings, compliance with regulations and approval of letting advertising. Makes presentations and represents TxDOT. Meets with appropriate Department supervisors and/or sections, law enforcement agencies and/or city officials to discuss traffic problems and possible solutions. Monitors consultants’ progress and work quality; checks invoices and associated documents; prepares supplemental agreements. Oversees and/or monitors Community Traffic Safety Programs, activities involving preparation of the District Highway Safety Plan and/or the Traffic Safety Office. Oversees and/or performs traffic engineering studies to recommend solutions for high accident locations, to warrant traffic signals and speed zones and to determine capacity and channelization of the highways. Participates in district plan review activities. Prepares correspondence and reports. Performs other job responsibilities as assigned. Minimum Qualifications Education : Bachelor's degree in engineering or related science. Bachelor's or higher degree accepted by TX PELS. Experience : 4 years in transportation engineering. Experience can be satisfied by full‑time or prorated part‑time equivalent. Related graduate level education may be substituted for experience on a year‑per‑year basis. Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience. Licenses and Certifications Valid driver’s license. This position requires driving a state vehicle. Licensed Professional Engineer. Professional engineers licensed in another state in the United States, but not currently licensed in Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment. Competencies Extensive knowledge of: Transportation design engineering principles, practices and methods and the application of engineering theory. Applicable plans, specifications and estimates preparation, review, processing and compliance requirements. Construction engineering policies and procedures. Design and plan preparation methods and requirements. Considerable knowledge of: Budgeting methods and procedures. Expert skill in: Applying engineering principles, practices, and methods in job responsibilities. Proficient skill in: Supervising technical staff. Developing, interpreting, and implementing policies, procedures, and technical information. Planning methods, techniques, and strategies. Overseeing and coordinating projects and program activities. Planning, assigning, directing, coordinating and reviewing the work of professional, administrative and technical employees. Physical Requirements and Working Conditions Subject to environmental conditions; protection from weather but not temperature changes. Light work: lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs. Standing – prolonged periods of time. Conditions of Employment Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing. Please note that the Department of Transportation’s Drug and Alcohol Testing Regulation – 49 CFR Part 40, at 40.151(e) – does not authorize “medical marijuana” under a state law to be a valid medical explanation for a positive drug test result for an employee in this position. Position Information The Texas Department of Transportation – Houston District is seeking a highly qualified Professional Engineer to serve as the Deputy Director of Transportation Operations. Reporting directly to the Director of Transportation Operations, this leadership position assists in managing transportation operations programs across the Houston District’s six‑county region, supporting one of the largest and most complex transportation networks in Texas. The Deputy Director will help oversee Traffic Engineering, Traffic Systems Construction, Traffic Systems Maintenance, and TranStar operations while providing strategic leadership for traffic safety, mobility, intelligent transportation systems (ITS), incident management, and emergency response activities. This position is responsible for supporting the planning, design, construction, operation and maintenance of critical transportation infrastructure, including traffic signals, illumination systems, signage, pavement markings, dynamic message signs and other ITS technologies. The Deputy Director will collaborate closely with local governments, law enforcement and regional partners to advance district priorities, improve system performance and enhance safety and mobility for the traveling public.
