Job description

Position Summary

The Office of Equity and Inclusion is seeking an individual who will serve as a liaison between the City of Albuquerque and local Asian, Pacific Islander, & Native Hawaiian (APINH) communities. This is a full- time position focused on using and promoting the use of data and equity tools and principles to evaluate policies and practices to eliminate institutional barriers to equity for the APINH community. This individual will be responsible for developing and strengthening relationships with the various sectors of local APINH communities and is responsible for planning and implementing projects and initiatives, in collaboration with other city departments and community partners, designed to increase the City of Albuquerque’s engagement with and responsiveness toward local APINH communities. The APINH Liaison position reports directly to the Community Empowerment Officer or their designee.

This is an unclassified at-will position.

Essential and Supplemental Functions

  • Increase engagement between Asian, Pacific Islander, & Native Hawaiian (APINH) and all city departments in alignment with R-21-229 Anti-AAPI Hate Bill Resolution, which calls for the city to provide equitable and inclusive access to city services and resources to the Asian American Pacific Islander community, including building trust and healthy relationships between the Albuquerque Police Department and the APINH community.
  • Develop productive partnerships between city government, non-profit organizations, educational institutions and grass roots community groups in service of the APINH community.
  • Develop healthy relationships with community leaders, diverse groups, businesses and philanthropists.
  • Develop and implement projects and initiatives to increase APINH community engagement.
  • Assist in the recruitment and training of city employees and community volunteers for city jobs and boards and commissions.
  • Conduct outreach and coordinate two-way communication between city and community, business, and youth leaders of local APINH communities.
  • Advise the Office of Equity and Inclusion, City departments, and City program partners with respect to priorities of APINH community leaders and stakeholders.
  • Provide input and participate in priority City youth programs and initiatives, including Youth Employment, Mayor’s Youth Council, Youth Connect, and the Kid’s Cabinet to increase APINH youth participation and access.
  • Advise and provide input to the City’s Small Business Resource Advisory Council, Small Business Office, Minority Business Development Center and One Albuquerque to increase investment in APINH enterprises and opportunities for contracting with the city.
  • Perform all other tasks and duties as assigned by the Director of the Office of Equity and Inclusion and Community Engagement Officer.
SUPPLEMENTAL FUNCTIONS:
  • Develop and maintain positive working relationships across multiple functions and job levels within a diverse environment.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of human resources.
  • Initiate community outreach to promote the City's broader equity goals.
  • Perform related duties and responsibilities as required.

Minimum Education, Experience And Additional Requirements

Bachelor’s degree in APINH Studies, education, public policy, human services, economics, public administration communications, public relations or mass communications; public policy, political science, public health, planning or related field preferred; and

Two (2) years of experience in any of the following areas: program planning, policy development, community organizing, communications, community outreach, community relations, capacity-building, program management and/or related work preferred.

ADDITIONAL REQUIREMENTS:

Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.
Possession of a City Operator's Permit (COP) within six (6) months from date of hire.

Working Conditions

Environmental:
Office environment, exposure to computer.

Physical:
Essential and supplemental functions may require maintaining physical condition necessary for sitting for prolonged periods of time.
