Job description

Main Purpose of Job

The Maryland Department of the Environment is seeking a dedicated leader to serve as the Environmental Compliance Supervisor (Section Head) within the Lead Accreditation and Oversight Division (LAOD). This role is vital to our mission of lead poisoning prevention and is located within the Land and Materials Administration.

The Section Head will be responsible for leading, training, and coaching a team of Environmental Compliance Specialists and administrative staff. The primary focus is ensuring compliance with state and federal lead laws by overseeing inspections and investigations of third-party accredited service providers, including training providers, contractors, and inspectors.

The working conditions and physical demands associated with this position:

Inspections are conducted at residential rental properties and construction sites across the state or assigned areas. These occur in all weather conditions, primarily in urban settings and within properties in various stages of repair. Please note that some sites may be located in high-crime areas.

Potential exposure to chemicals, radiation, and asbestos, including: Nitric acid used for water sample preservation and hazardous paint-stripping chemicals can cause burns upon contact, low-level exposure is possible as lead paint testing instruments contain radioactive sources, and exposure may occur during lead abatement projects where asbestos is disturbed.

Significant physical activity, such as climbing ladders and lifting 50 pounds or more. These demands are necessary to access inspection areas in residential, commercial, and public buildings, as well as construction sites involving steel structures like bridges or elevated storage tanks.

The use of specialized protective equipment is required, including hard hats for construction sites, impervious gloves for handling nitric acid, and half-face air-purifying respirators and foot booties for lead abatement inspections.

The incumbent in this position will be required to drive a State vehicle.

Driver’s License: A valid driver’s license with no more than five points is required to operate a State vehicle.

Out-of-State Licenses: If you hold an out-of-state license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment.

POSITION DUTIES

Enforcement and Oversight: Reviewing enforcement cases for submittal to the Division Chief and developing strategies to increase oversight of the regulated community.Accreditation Management: Overseeing the Lead

Accreditation Section, which includes approving training materials, managing accreditation applications, and collecting associated fees.

Operations: Managing data entry, tracking inspection notifications, and ensuring all tasks meet EPA Toxic Substances Control Act (TSCA) grant deliverables and MDE permit turnaround times.

Public Assistance: Providing education and compliance assistance to the regulated community and the general public regarding lead regulations.

Environmental Investigations: Assisting with or assigning staff to environmental investigations for children with elevated blood lead levels.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; storm water management; coal, non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control.

Notes:

1. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciples such as earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and two years of experience performing environmental regulatory inspection or investigation work related to State, federal or local regulation, code or standard compliance for four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and four years of experience performing environmental regulatory compliance work in more than one of the following areas: water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; storm water management; coal, non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control for the required experience.

3. Candidates may substitute Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience managing or supporting environmental, regulatory, or public health programs, including compliance, inspection, or enforcement activities.
  • Understanding of environmental regulations, policies, and standards applicable to program oversight and implementation.
  • Demonstrated proficiency with data and technology tools used in regulatory or scientific work, including spreadsheet modeling, database management, GIS, and data visualization platforms.
  • Experience or coursework in regulatory analysis, environmental sampling, public health data, or housing related research, including internships, research assistantships, or volunteer experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.
