Financial Specialist
This is an exciting opportunity to help shape the quality of health care in Florida. We are seeking to hire a Financial Specialist who desires to work to enhance the delivery of health care services through the Florida Medicaid Program. This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment. This position is located in the Bureau of Medicaid Program Finance (MPF). MPF manages and projects Florida's $33.8 billion Medicaid Services budget, oversees financial reporting of the Agency's contracted Medicaid health plans, calculates both institutional and non-institutional Medicaid reimbursement rates, and disburses supplemental payments to Medicaid providers. This position is responsible for planning, development and analysis activities around the Low Income Pool (LIP) programs, Disproportionate Share Hospital (DSH) programs, Graduate Medical Education (GME) programs and physician supplemental payment (PSP) programs. The financial specialist will apply financial, accounting, and economic skills to these highly complex programs. The employee in this position will take the lead in overseeing, tracking and monitoring all aspects of the DSH and GME program. The position requires high intermediate to Expert/Advanced Excel experience with experience in Access or other data base programs including programming exposure a plus. This position reports to the Headquarters in Tallahassee. This position is not a remote or telework position.

Knowledge, Skills, and Abilities:
Knowledge of methods of compiling, organizing, and analyzing data. Knowledge of and ability to develop and create large Excel databases with linking spreadsheets. Knowledge of the methods of data collection. Ability to professionally write official documents abiding by state and federal requirements. Ability to develop methods for monitoring compliance with rules, policies, and statutes. Ability to review and evaluate plans and programs. Ability to identify improvements and adjustments needed to ensure program effectiveness and efficiency. Ability to establish and maintain liaison with other agencies. Ability to plan, organize and coordinate work assignments. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others. Ability to understand and apply applicable rules, regulations, policies, and procedures relating to program. Ability to utilize problem-solving techniques. Ability to interpret, analyze and implement state and federal language.
Minimum Qualifications Requirements:
-Two years of professional experience related to mathematics, analytical thinking, and/or preparing financial models in accordance with state and federal guidelines.
-Two years of experience with financial payment reconciliations.
-Two years of professional experience related to budgeting, accounting, financial analysis or research.
-Two years of professional experience using Microsoft Excel and Word.
Preference will be given to candidates who have a bachelor's degree or a more advanced degree from an accredited college or university in a relevant discipline such as mathematics, economics, accounting, finance, or statistics.
