Job description

Public Works Supervisor

Serves as the supervisor of the Streets, building maintenance, parks, vector, storm drain and other public works services for the organization. Performs a variety of developmental oversight, supervisory functions as well as personally performing or overseeing unskilled, semi-skilled, and skilled construction, repair and maintenance functions involved in the provision of various public works services.

Position is responsible for the overall management and implementation of the public works construction, operation, and maintenance functions for the City of Fernley. Receives broad guidance from the Chief Operating Officer.

The duties listed below are examples of the work typically performed by employees in this class. An employee may not be assigned all duties listed and may be assigned duties which are not listed below. Marginal duties (shown in italics) are those which are least likely to be essential functions for any single position in this class.

  1. Responsible for planning, organizing, monitoring, and overseeing the construction and maintenance of all public works services, and for ensuring the City of Fernley's streets, irrigation projects, parks, and related facilities are maintained, operational, and in compliance with established specifications.
  2. Determines the need for repair and maintenance of existing public works facilities and equipment; determines when purchase of new equipment or construction of new facilities indicated; consults with engineers and other resources as required;
  3. Ensures the timely completion of scheduled projects according to applicable codes and specifications; determines and implements modifications in specifications where appropriate; researches and develops specifications for material and equipment used in public works operations.
  4. Responsible for developing and implementing safety standards for the operation of public works equipment and for the construction and maintenance of public works projects; ensures all Public Works staff are trained and adhere to safety standards.
  5. Responsible for the appropriate care and maintenance of all City-owned or controlled Public Works equipment and facilities; develops procedures for and maintains records and inventory of materials and supplies; implements loss control measures.
  6. Develops budget forecasts for funds needed for materials, supplies, equipment and staffing for the Public Works functions; monitors and approves expenditures; recommends remedial action to adjust budgetary expenditures when expenditures are over budget estimates or when unforeseen circumstances or budgetary cuts are imposed.
  7. Supervises Public Works staff; determines staffing needs; hires, trains, schedules, evaluates, and implements disciplinary action, if appropriate, to assigned staff.
  8. Makes periodical reports of planned and ongoing activities, long- and short-term goals, and impediments to the achievement of such goals to the Chief Operating Officer and or City Council.
  9. Performs, instructs, and oversees staff in the more complex and difficult tasks encountered with Public Works projects and activities including, but not limited to, the operation of specialized tools and heavy equipment.

Knowledge and Abilities:

Knowledge of:

  • Methods, materials, tools, equipment, practices, and procedures used in construction and maintenance of public roads, water and sewer lines, and other public works facilities and operations;
  • Proper operation of equipment and vehicles used in Public Works operations;
  • Measuring techniques and arithmetic calculations;
  • Supervisory techniques and practices;
  • Budget preparation and administration; and
  • Laws and regulations pertaining to Public Works.

Ability to:

  • Perform and/or oversee a variety of unskilled, semi-skilled, and skilled manual maintenance and construction tasks for extended periods of time;
  • Personally operate or oversee others in the operation of a variety of equipment and tools related to Public Works projects and operations;
  • Diagnose and repair malfunctions in Public Works operations;
  • Understand and apply diagrams, blueprints, schematic drawings, and applicable codes;
  • Calculate realistic cost estimates for Public Works projects;
  • Plan, direct, supervise, and evaluate the work of staff;
  • Work effectively under the pressure of deadlines, conflicting demands, and emergencies;
  • Establish and maintain effective working relationships with all levels of City staff, elected officials, and the general public;
  • Analyze policies, regulations, projects, activities, and methods;
  • Select alternatives;
  • Project the consequences of proposed actions;
  • Understand, interpret, and apply laws and regulations; and
  • Communicate effectively both orally and in writing.

Required Certifications and Licenses:

A valid Nevada driver's license, or ability to obtain and retain a Nevada driver's license.

Education and Experience: Any combination of training, education and experience that would provide the required knowledge and abilities. A typical way to gain the required knowledge and ability is:

A Bachelor's Degree in Civil Engineering, Public Administration, or closely related field from an accredited institution and five (5) years of progressively responsible experience OR possession of a high school diploma or equivalent AND ten years of progressively responsible experience in roadway, and grounds and facilities construction, operation, and maintenance, or any combination of training, education, or experience which demonstrates an understanding of and the ability to implement public works construction, operation, and maintenance functions. Training and/or experience should also demonstrate a fundamental knowledge of basic construction techniques, code requirements, safety measures, precautions, and hazards involved with Public Works construction and operations.

At least two (2) years of experience as a supervisor.

Frequent sitting, standing, and occasional walking on uneven construction sites, lifting manholes and storm drain covers. Position requires typing and writing. The employee must be able to give, receive, and understand written and oral instructions. Requires climbing into confined spaces, hearing, seeing, climbing stairs, and lifting up to 50lbs. Stamina to sit at a desk for prolonged periods of time. Visual stamina to view a computer monitor for long periods of time.

Working Conditions:

Work is performed under the following conditions:

Standard office environment with some outdoor work conditions which can include wet, dusty, poor lighting, dirty, and noisy circumstances. Exposure to all types of weather. Some exposure to grease, dust, chemicals, and other potential health hazards.
