Job description

Building Inspector

Pima County Development Services is seeking a knowledgeable and customer-focused Building Inspector to help ensure safe, code-compliant development throughout our community. In this role, you'll inspect residential, commercial, and industrial construction projects for compliance with approved plans, building codes, County regulations, and industry standards. You'll work closely with contractors, property owners, architects, engineers, and developers to identify code deficiencies, provide technical guidance, and support timely project completion. Responsibilities include conducting field inspections, reviewing plans and permits, documenting inspection results, issuing correction notices, and interpreting building codes for customers and stakeholders. The ideal candidate has strong knowledge of construction methods and building codes, excellent communication and customer service skills, and the ability to interpret construction plans and technical documents. Essential Functions:

  • Inspects commercial and residential structures and regulated equipment for compliance with permitted activities and County and industry general and specialized standard codes;
  • Conducts or assists other Building Inspectors with complex commercial or commercial/residential structures and regulated equipment inspections;
  • Reviews plans, specifications and related technical materials to determine compliance with applicable permits, codes and industry standards;
  • Schedules and documents inspection activities, to include issuing approval and correction notices;
  • Identifies and documents defects or deviations from permitted or code-required construction activities, issues rejection or correction notices, performs follow-up inspections to verify corrections and completes reports;
  • Consults with contractors, property owners and construction-permit holders to assist them with general code compliance and in resolving defects and deviations from permitted activities and applicable codes and standards;
  • Identifies discrepancies, potential conflicts and recommended changes to building codes, laws, statutes and standards for management attention and decision;
  • Prepares and submits routine, recurring and special reports to management;
  • Operates and performs operator-level servicing of assigned County vehicles;
  • Maintains activity records in manual and automated systems.

Minimum Qualifications:

  • Five years of experience as a contractor, engineer, architect, building inspector or as a superintendent, foreman or mechanic in charge of construction.
  • (Relevant experience and/or education from an accredited college or university may be substituted.)
  • OR:
  • Three years of experience in a public-sector building inspection/enforcement setting as a Codes Enforcement, Building or Plans Examiner, Public Works Construction Inspector or related position as determined by the department head at the time of recruitment AND two (2) current International Codes Council (ICC) certifications as a Residential Inspector or related certifications.
  • Qualifying education and experience must be clearly documented in the "Education" and "Work Experience" sections of the application. Do not substitute a resume for your application or write "see resume" on your application.

Preferred Qualifications : (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):

  • ICC Residential Building Inspector (R1) certification or other related ICC residential inspection certification.
  • Minimum one (1) year experience performing residential building inspections and applying/interpreting building codes and regulations.
  • Minimum one (1) year experience interpreting residential construction plans, blueprints, and technical specifications.
  • Minimum one (1) year experience identifying code deficiencies, issuing correction notices, and conducting follow-up inspections.
  • Minimum one (1) year experience using permitting, inspection management, or electronic records management software.
  • Minimum one (1) year experience using Microsoft Office Suite (Word, Excel, Outlook, and Teams).
  • Minimum one (1) year experience providing technical guidance and customer service to contractors, homeowners, design professionals, and the public.
  • Minimum one (1) year experience with residential construction methods, building systems, and applicable zoning or development regulations.

Selection Procedure : Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Supplemental Information:

Licenses and Certificates : Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant's suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services' review and approval of the candidate's driving record. All positions require ICC Inspection-related certifications prior to completion of initial/promotional probation.

Special Notice Items : The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County. This position will require a post-job offer physical and/or drug screen.

Physical/Sensory Requirements : Physical and sensory abilities will be determined by position. Action Activity - bending, climbing, crawling, kneeling, reaching, squatting, stooping; Motion Activity - grasping; Hearing Activity - in noisy areas, behind themselves, equipment alarms; Speaking Activity - in person, on the phone, on a cell; Vision - operate a motor vehicle, distinguish colors, depth perception, and peripheral vision. Frequently required to lift, push or pull objects weighing up to 50 pounds.

Working Conditions : All positions require the ability to work outdoors in the extremes of heat, cold, inclement weather, with exposure to dust, dirt, wind, construction activities and materials and to traverse rough terrain. Other working conditions will be determined by position.
