Job description

Responsibilities You will serve as the primary liaison between Building Managers (BM) and support service personnel. You will manage the Building Manager Program for the Pearl Harbor Naval Shipyard. You will provide technical and engineering direction necessary to ensure safe working facilities for the shipyard workforce. You will periodically inspect facilities and follow up on high–interest work requests, including performing construction/project management duties. You will provide technical evaluations of current facility conditions and ensure facilities meet applicable building codes and life‑safety standards. You will plan, assess, and coordinate all minor projects on facilities. You will ensure integration of design and construction activities and the implementation and oversight of engineering, architecture and/or scientific requirements in contracts for design or construction of minor projects. Conditions of Employment Must be a U.S. Citizen. Must be determined suitable for federal employment. Must participate in the direct‑deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E‑Verify employment verification check. Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. Time‑in‑grade requirements must be met by the closing date. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement is subject to the provisions of 5 United States Code § 3326. Males born after 12‑31‑59 must be registered for Selective Service. This is a bargaining‑unit position. Pre‑appointment physical examination and security clearance (interim and/or final) will be required prior to entrance on duty. Personal protective equipment—helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes—must be worn continuously for the duration of the work shift. Work is performed in areas where potentially harmful physical and chemical agents are present; participation in medical surveillance programs is required. Travel may be required within the continental U.S. and overseas; ability to travel on military and commercial aircraft for extended periods of time is required. Work may include nights, weekends, and holidays; overtime or night‑differential pay and/or unusual duty hours may be required. Exposure to high noise levels is required. Qualifications For the GS‑12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS‑11 grade level or pay band in the Federal service, or equivalent experience in the private or public sector. The experience must demonstrate applying professional engineering methods, theories, principles, concepts, and standards to plan and coordinate work for industrial facilities or infrastructure projects; and develop and advise on solutions to modify standard practices, equipment, processes, or techniques to ensure the quality, safety, or effectiveness of equipment and compliance with requirements (e.g., plans, specifications, costs, labor, and materials). For the GS‑11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS‑09 grade level or pay band in the Federal service, or equivalent experience in the private or public sector. The experience must demonstrate applying professional engineering methods, theories, principles, concepts, and standards to coordinate work for industrial facilities or infrastructure projects to ensure the safety or effectiveness of equipment and compliance with requirements (e.g., plans, specifications, costs, labor, and materials). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualification Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first‑year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics and dynamics; (b) strength of materials; (c) fluid mechanics and hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials; and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than a written test are eligible only for positions that are within or closely related to the specialty field of their registration. OR Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements above. The courses must be fully acceptable toward meeting the requirements of an engineering program as described above. OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology), may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance.
