We are looking for a Waste Prevention Analyst to drive innovative programs that support recycling, organics recovery, repair and reuse education, and business assistance. The role involves program development, policy research, outreach, and collaboration with partners across the community, and helps design and evaluate initiatives that make waste reduction easier and more effective for residents, businesses, and organizations. Responsibilities Plan and conduct analytical studies of solid waste, waste prevention, and recycling programs; recommend and support implementation of solutions to waste and recycling system problems. Develop new waste prevention programs, evaluate existing programs, and create and distribute education materials. Plan and conduct pilot programs, document results, and recommend procedural or regulatory changes. Conduct research, identify goals, manage project timelines, analyze findings, and prepare reports and recommendations. Prepare reports, surveys, and other administrative documents. Prepare bid specifications, negotiate contracts, recommend bid awards, oversee outside consultants, and administer contracts for services. Respond to waste prevention-related issues or concerns identified by internal staff, community partners, and the public. Prepare news releases and respond to media contacts. Support equity, inclusion, and diversity in the workplace. Build and maintain relationships with state and county agencies, nonprofits, community partners, and stakeholders. Make presentations to businesses, trade, community groups, and educate the public; manage program information on the City website. Develop marketing, engagement, and outreach materials to support program goals. Support planning and implementation of business sector and community‑wide engagements that promote waste prevention and recycling policies. Supervise the Waste Prevention Program Coordinator, interns, and temporary staff. Perform related duties as assigned. Qualifications Two (2) years of professional experience in program administration, preferably in the public sector. Six (6) months of supervisory experience is preferred. Equivalent to a Bachelor’s degree from an accredited college or university in the assigned program area. Must pass a background check. The City will consider an equivalent combination of education and experience that provides the applicant with the knowledge, skills, and abilities required to meet minimum qualifications. Salary and Benefits Hourly rate: $43.18 to $55.12 (annualized $89,814.40 to $116,729.60). The City will determine starting pay within the range based on relevant education and experience in accordance with the Oregon Equal Pay Act. Benefits include medical, dental, vision, retirement, deferred compensation, and other programs described on the City’s Benefits tab. Bilingual Pay Benefit: up to an additional 5% of base salary for employees fluent in an eligible language. Non‑Represented Retirement Program: City contribution to a retirement program administered by PERS; additional 3% contribution to deferred compensation if the employee contributes at least 1%.
