Job description

Homeless Encampment Response Supervisor

This position is responsible for ensuring community safety of homeless encampments by performing risk assessments and coordinating relocations, outreach, and response. The Homeless Encampment Response Supervisor must work closely with other City departments and nonprofit agencies to implement homeless encampment policy direction, support policy development, and ensure the relocation process is compliant with all state, local, and federal rules, laws, and regulations. Encampment cleanup efforts attract a great deal of public scrutiny, and the Homeless Encampment Response Supervisor must be able to anticipate and manage this close attention while assessing and directing the cleanup responses of unique sites. The Homeless Encampment Response Supervisor must be able to integrate a diverse group of employees, contractors, and employees from other departments to manage encampment cleanup and provide social services to support homeless individuals.

Examples of Duties

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Assesses reported homeless encampments for safety risks to community and unsheltered persons, and ensures compliance with encampment cleanup rules and laws. Oversees prioritization and documentation of encampment cleanup sites.
  • Coordinates and manages contractors and employees from other City departments in encampment cleanup efforts. Act in a variety of Homeless Services Division roles in the office and the field as required from time to time.
  • Works closely with City departments in responding to encampment cleanups. Support policymaking at a citywide level by providing recommendations and identifying operational impacts of these recommendations.
  • Ensures safety for unsheltered persons, Homeless Services Division personnel, and all others working at or affected by an encampment site.
  • Arranges for training for the Homeless Services Division as appropriate to build team skills.
  • Partners with the Jefferson County Attorney's Office as necessary to pursue and resolve procedural issues with encampment cleanup and to uphold civil rights and act in accordance with Metro's governmental authority.
  • Represents the Homeless Services Division activities to department Directors, elected officials, media, and members of the public.
  • Prepares analyses of Navigation Team operations, innovate different strategies to make team operations more effective, and identify budget and other resources needed for improvement.
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Understands, adheres to, and complies with all local and state ethics requirements.
  • Often works alone in homeless encampments.
  • Explains laws, ordinances, and Homeless Services Division policies and procedures to the public.
  • Prepares daily, weekly, and monthly risk reports and maintains records of pending re-inspections.
  • Interviews individuals at the encampments.
  • Performs related work as assigned.

Minimum Requirements

Bachelor's Degree in Social Work, Public Administration, Social Sciences, Law, or a related field. Three (3) years of experience working with government agencies, non-profit service providers, and community organizations, including three years of management experience. Must possess and maintain a valid state driver's license with an acceptable driving history. Must wear safety equipment as needed. Must be on 24-hour call. Must work a varied schedule. Position spends at least 50% of time in the field in various weather conditions. Field work includes walking, climbing, and continuous standing. Must be able to lift 50 lbs. regularly. Occasional exposure to significant levels of temperature, air pollution, noise pollution, chemical gasses and substances. Louisville Metro Government is an Equal Opportunity Employer. In addition, they are responsible for ensuring that a safe work environment is maintained, safe work practices are followed, and employees are properly trained.
