Under limited supervision of the Director of Chronic Disease Bureau, this position works to create, maintain, streamline, coordinate and track processes related to federal and state Cancer Programs activities including, but not limited to: Quality assurance and improvement of Cancer program activities. Grant evaluation, contract initiation and monitoring, and audit compliance. Identifies possible issues and corrective actions related to contract noncompliance, payment of claims, and budget expenditures. Helps identify and maintain metrics related to the success of each Cancer Program unit area, and report back on the success of each area per state and state and federal requirements. Promotes a culture of continuous quality improvement within Cancer Programs.

Provides administrative and organizational leadership to the Cancer Section in the areas of Evaluation, Quality Assurance/Improvement, and Contracts management. Designs project management tracking mechanisms for programs so that quality and project management goals (specifically related to timeliness, scope, and budget) can be attained.

Oversees contract initiation, creation, monitoring, and audit compliance for the division's 400+ Best Chance Network (B CN) and other providers, and numerous local partnerships. Collaborates closely with division management to ensure that work is processed in a timely way. Proactively manages all reporting and audit needs and maintains tracking logs for each vendor or subrecipient. Maintains updated contracts documentation and routinely communicates with division managers and leadership about possible gaps in customer service or client performance based on contractual obligations. Ensures timely initiation of all contracts and procurement orders to ensure there are no gaps in service.

Supervises the division's Evaluation area and ensures that internal and external Evaluation goals are met. Oversees internal data collection for the Cancer Programs quality improvement dashboard.

Develops or improves processes and protocols for each unit area for the purpose of quality improvement and assurance. Maintains processes and reviews processes and protocols at least quarterly for possible updates. Communicates on needs related to quality assurance and improvement and ensures a corrective plan is in place to address deficiencies.

Minimum and Additional Requirements

State Minimum Requirements: A bachelor's degree and relevant program management experience.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Preferred Qualifications

Master's degree in public health, business, or related field, three (3) years of supervisory experience. Experience managing processes and protocols, overseeing contract compliance, and monitoring budgets.
