PEAK Product Enhancement Specialist
We are looking for a PEAK Product Enhancement Specialist to join our Program Eligibility Application Kit, (PEAK) team! As the self-service portal for the public, the Program Eligibility Application Kit, (PEAK) delivers end user data to the CBMS eligibility system. In addition, PEAK provides data input for nine other benefits programs for local governments, Office of Information Technology (OIT), Healthcare Policy and Finance (HCPF), and Colorado Department of Human Services (CDHS) agencies.
We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage.
**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**
Description of Job
WHAT YOU'LL BE DOING AS PEAK PRODUCT ENHANCEMENT SPECIALIST :
- Manage, plan, monitor, track and lead PEAK user enhancement projects through the contracted vendor project lifecycles.
- Lead assigned contracted vendor team members to successful completion of enhancement projects that are needed to realize the long-range strategic objectives of the PEAK self-service portal serving Coloradans.
- Manage processes with internal and external stakeholders using CoBEES standards to ensure that program, systems, and/or operations impacts are identified in advance and provides notification of change to stakeholders as well as gains the appropriate HCPF, CDHS, and OIT approvals.
- Direct resource allocations related to project activities and monitoring of project related tasks for quality and timeliness.
- Collaborate with budget and accounting offices, Program offices, Policy offices, Communications and Human resources offices, and contracted vendors to identify costs, schedules, dependencies, and resources needed for project outcomes and initiatives. Collaboration includes activities with OIT, HCPF, and CHDS departments.
- Seek to clarify information and decisions from all stakeholders in the preparation of both temporary and permanent solutions for PEAK business and enhancement needs.
- Assist the HCPF, OIT, and CHDS departments with activities required by federal oversight agencies regarding federal funding, compliance obligations, and strategic plans.
- Perform other duties as assigned.

MINIMUM QUALIFICATIONS :
There are two ways to qualify for this position:
Option 1:
Experience Only:
Seven (7) years of professional experience in product management, user experience, public benefit delivery systems, or an occupational field closely related.
Option 2:
Education and Experience:
A bachelors degree from an accredited institution in Product Management, Public Administration, Business Administration, or a field of study related to the work assignment and three (3) years of professional experience in product management, user experience, public benefit delivery systems, or an occupational field closely related.
Appropriate education will substitute for the required experience on a year-for-year basis.
PREFERRED QUALIFICATIONS
- Prior state experience related to the duties of this position.
- Masters degree in Product Management, Public Administration, Business Administration.
- Experience in the PEAK and CBMS ecosystem.
- Experience with HealthFirst Colorado, SNAP, Adult Financial, or Colorado Works benefits.
- Experience in with digital application maintenance and operations including making enhancements for end users.
- Experience conducting user research and making data informed decisions.
