Construction Manager

Arora Engineers, LLC is a multidisciplinary engineering firm specializing in mechanical, electrical, plumbing (MEP), fire protection, life safety systems, and low-voltage technologies supporting aviation, transportation, government, and institutional facilities. Arora may serve as the prime Architect-Engineer (A/E) firm for the program and may also coordinate with outside consulting engineers, specialty consultants, construction managers, and other project delivery partners as required.

Arora Engineers is seeking a Construction Manager to manage a portfolio of United States Postal Service (USPS) construction projects delivered under Program Management Service Contracts. This position serves as the owner-facing construction management lead responsible for coordinating multiple general contractors, Construction Management, design disciplines, consulting engineers, USPS stakeholders, and internal Arora departments to support safe, timely, cost-effective, and contract-compliant project delivery.

The Construction Manager provides construction management direction for existing and new USPS projects, acting as the primary liaison among the client, Arora, consulting engineers, general contractors, and project stakeholders. This role protects the client's and Company's interests while maintaining productive working relationships and ensuring projects are delivered with appropriate quality, schedule control, cost control, risk management, and contractual compliance.

The Construction Manager is responsible for day-to-day construction-phase leadership across multiple concurrent projects, including coordination of design-phase constructability input, procurement support, field execution, change management, progress reporting, quality oversight, commissioning coordination, closeout, and claims avoidance.

Essential Functions

  • Manage multiple concurrent USPS construction projects on time.
  • Serve as Arora's construction management lead and owner representative for assigned projects.
  • Coordinate with USPS representatives, Arora project managers, internal A/E disciplines, consulting engineers, specialty consultants, general contractors, inspectors, commissioning agents, and other stakeholders.
  • Direct and monitor contractor performance related to scope, schedule, budget, quality, safety coordination, change management, documentation, and closeout.
  • Review construction schedules, recovery schedules, look-ahead schedules, milestone updates, and contractor progress reports; identify schedule risks and recommend corrective action.
  • Lead or support construction progress meetings, partnering sessions, issue-resolution meetings, coordination meetings, and stakeholder briefings.
  • Review RFIs, submittals, field reports, meeting minutes, inspection records, change proposals, pay applications, closeout documentation, and other construction-phase deliverables.
  • Coordinate responses to RFIs and field issues with Arora design disciplines and outside consulting engineers to ensure timely, coordinated, and contractually appropriate direction.
  • Support constructability reviews, phasing reviews, logistics planning, operational continuity planning, and bid/procurement phase coordination.
  • Evaluate contractor change order requests, cost proposals, time extension requests, and contract modification packages; develop recommendations for client review and approval.
  • Support cost control activities, including budget tracking, contingency tracking, independent cost review, invoice review, payment recommendation, and change order forecasting.
  • Monitor contractor quality control and construction compliance with drawings, specifications, USPS requirements, applicable codes, safety requirements, and approved submittals.
  • Coordinate site observations, punch lists, substantial completion inspections, final inspections, commissioning activities, warranty items, and turnover documentation.
  • Maintain project records in designated project management systems, ensuring accurate, complete, and timely documentation.
  • Prepare concise written project status reports, risk logs, issue logs, executive summaries, and action-item trackers for Arora leadership and USPS stakeholders.
  • Identify project risks, disputes, potential claims, and performance concerns early; recommend mitigation strategies and support resolution before escalation.
  • Support compliance with federal, USPS, contractual, and program-specific requirements.
  • Mentor and coordinate project coordinators, inspectors, and support staff assigned to the program as required.

Qualifications

Required:

  • Minimum 810 years of construction management, construction administration, owner representative, general contractor, or related project delivery experience.
  • Experience managing multiple concurrent construction projects.
  • Experience coordinating general contractors, subcontractors, inspectors, design professionals, and client stakeholders.
  • Working knowledge of construction contract administration, including RFIs, submittals, change orders, pay applications, schedules, field reports, punch lists, commissioning, and closeout.
  • Ability to review construction drawings, specifications, schedules, cost proposals, and contractor documentation.
  • Strong communication, negotiation, documentation, and issue-resolution skills.
  • Proficiency with Microsoft Office Suite, Outlook, Adobe Acrobat, and construction/project management software.
  • Ability to lead meetings, document decisions, track action items, and follow through with responsible parties.
  • Ability to maintain professional relationships with clients, contractors, consultants, and internal teams while protecting the client's and Company's interests.

Preferred:

  • USPS A/E experience, with understanding of the USPS processes, operations and product lines
  • Bachelor's degree in Construction Management, Engineering, Architecture, Facilities Management, or equivalent professional experience.
  • Experience supporting USPS or other federal construction programs.
  • Experience with CM, design-bid-build, design-build, or multi-prime delivery models.
  • Experience working for or with a prime A/E firm, consulting engineers, construction managers, or owner representative teams.
  • Familiarity with Procore, Primavera P6, Microsoft Project, e-Builder, or similar construction management platforms.
  • Knowledge of federal construction practices, FAR-based contracting, public-sector project delivery, or agency-specific construction procedures.
  • Experience with MEP, fire protection, low-voltage, security, life safety, building systems, facility renovations, occupied facility work, or operationally sensitive construction environments.
