Job description

Human Resources Director & Assistant Business Manager

The Human Resources Director & Assistant Business Manager provides leadership and oversight for the district's human resources operations while assisting the Business Manager with financial, payroll, budgeting, and operational responsibilities. This position ensures compliance with employment laws, district policies, Mississippi Department of Education regulations, and financial procedures while supporting efficient district operations.

The position serves as the district's primary administrator for recruitment, hiring, employee relations, licensure coordination, personnel records, benefits administration, payroll support, and human capital management while assisting with budget preparation, financial reporting, audits, purchasing, and business office operations.

Essential Duties and Responsibilities

Human Resources Administration

  • Plan, organize, and administer all district human resources functions.
  • Coordinate recruitment, hiring, onboarding, transfers, promotions, and separations.
  • Develop and maintain personnel policies and procedures.
  • Ensure compliance with district policies and applicable employment laws.
  • Maintain confidentiality of personnel records and employee information.
  • Coordinate annual contract renewals and personnel recommendations.

Recruitment and Staffing

  • Coordinate vacancy postings and recruitment activities.
  • Screen applicants and coordinate interview processes.
  • Conduct employment reference and background checks.
  • Maintain applicant tracking records.
  • Coordinate new employee orientation and onboarding.

Employee Relations

  • Provide guidance to supervisors regarding personnel matters.
  • Assist administrators with employee performance issues.
  • Coordinate investigations as directed.
  • Maintain personnel files and employment documentation.
  • Promote positive employee relations and workplace professionalism.

Licensure and Certification

  • Monitor educator licensure and certification requirements.
  • Assist employees with licensure renewals and upgrades.
  • Maintain certification records.
  • Coordinate with the Mississippi Department of Education regarding licensure matters.

Benefits Administration

  • Coordinate employee benefits enrollment.
  • Assist employees with insurance, retirement, leave, and benefit questions.
  • Maintain leave records and personnel documentation.
  • Communicate benefit changes and enrollment opportunities.

Payroll Administration

  • Assist the Business Manager with payroll preparation and verification.
  • Review personnel actions affecting payroll.
  • Verify salary schedules, supplements, contracts, and employee assignments.
  • Ensure payroll changes are processed accurately and timely.
  • Assist with payroll audits and reporting.

Financial Administration

Assist the Business Manager with:

  • Budget preparation
  • Financial reporting
  • State and federal reports
  • Audit preparation
  • Purchasing compliance
  • Accounts payable oversight
  • Accounts receivable oversight
  • Internal controls
  • Grant fiscal documentation
  • Budget monitoring

Compliance

Ensure compliance with:

  • Mississippi Department of Education regulations
  • Federal employment laws
  • State employment laws
  • Board policies
  • Personnel regulations
  • Payroll regulations
  • Financial reporting requirements
  • Public purchasing laws

Personnel Records

  • Maintain complete personnel files.
  • Process employment contracts.
  • Maintain evaluation records.
  • Maintain salary schedules and staffing assignments.
  • Coordinate records retention according to district policy.

Professional Development

  • Coordinate district onboarding.
  • Assist with employee training.
  • Support leadership development initiatives.
  • Maintain required HR compliance training records.

Communication

  • Communicate professionally with employees, applicants, administrators, board members, and community stakeholders.
  • Provide accurate information regarding district employment practices.
  • Assist with personnel recommendations presented to the Board of Trustees.

Required Qualifications

  • Bachelor's degree in Business Administration, Human Resources, Accounting, Public Administration, Education, or related field.
  • Minimum of three years of progressively responsible experience in human resources, school administration, finance, or business operations.
  • Knowledge of Mississippi public school personnel and financial procedures.
  • Valid Mississippi driver's license.

Preferred Qualifications

  • Master's degree in Business Administration, Human Resources, Educational Leadership, Accounting, or related field.
  • Experience in Mississippi public school finance.
  • Experience with Mississippi Educator Licensure.
  • Experience with payroll administration.
  • Experience with district budgeting.
  • Experience with state and federal reporting.
