Job description

*Only permanent employees in the civil service title comparable title (under 6.1.9) eligible for the 55a program and those that are reachable in the civil service list are eligible to apply.
**This position may be eligible for remote work for up to 2 days per week pursuant to the Flexible Work Pilot Program. **

The Deputy Director of Compensation and Time Management is responsible for overseeing the agencys payroll timekeeping and leave administration functions to ensure employees are compensated accurately and timely in accordance with City policies collective bargaining agreements and applicable laws. Reporting to the Director of Human Capital the selected candidate will supervise payroll and timekeeping operations.

Responsibilities include but are not limited to:

-Oversee agency payroll timekeeping and leave administration functions utilizing NYCAPS PMS CHRMS PRISE and CityTime.
-Supervise train and evaluate payroll and timekeeping staff while ensuring effective daily operations.
-Ensure accurate payroll processing and review personnel payroll and leave transactions including appointments promotions salary changes leaves of absence and separations.
-Manage CityTime operations including timesheet processing leave requests employee setup schedules and approval hierarchies.
-Review payroll reports identify discrepancies and oversee corrective actions supplemental payrolls one-time payments contractual increases leave payouts and other payroll adjustments.
-Maintain internal controls and ensure compliance with DCAS OPA Office of the Comptroller Office of Labor Relations and agency policies and procedures.
-Prepare payroll and timekeeping reports to support audits compliance reviews and executive decision-making.
-Provide guidance to employees and managers on payroll timekeeping leave administration and Employee Self-Service (ESS).
-Identify and implement process improvements to enhance operational efficiency and service delivery.
-Perform special projects and other related duties as assigned.

PRINCIPAL ADMINISTRATIVE ASSOC - 10124


Qualifications :

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in 1 above; or
3. A four-year high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in 1 above;
4. Education and/or experience equivalent to 1 2 or 3 above. However all candidates must possess the one year of administrative or supervisory experience as described in 1 above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in 1 above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
