Job description

Overview The Head of Technical Services and Collection Development is responsible for identification, acquisition, organization, and access to scholarly and institutional resources that support the School of Medicine's educational, research, clinical care, and community service missions. This position directs the Library's Technical Services Department, including cataloging, acquisitions, electronic resources, collection development, and related functions. The role collaborates with the Museum Director and Institutional Archivist to guide archives-related work, and works with other departments to ensure access to resources needed in curricular, research, and clinical environments. In partnership with the Library Director, this position helps shape the library's strategic priorities and fosters cross-unit collaboration across the library and with non-library departments across the School and University. This position is on-site only. Responsibilities ADMINISTRATION 45% A. Supervises, leads, mentors, and evaluates staff in Technical Services, providing ongoing professional development and cross-training. B. Assesses structure, staffing, procedures, and workflows; advises on new positions and develops descriptions; recruits, hires, onboards, and trains staff. C. Shapes strategic priorities and develops policies and workflows for acquisitions, cataloging, collection development, serials, electronic resources, interlibrary loan, weeding and deselection, journal binding, stacks maintenance, and other technical services functions. D. Supervises statistics compilation and report preparation; contributes to library-wide reports and annual statistics as needed. E. Monitors all areas to ensure quality of operations. F. Plans, organizes, and implements special projects. G. Represents staff and attendance when the Director is unavailable. H. Prepares budget projections and monitors revenues and expenditures; provides budgetary input to the Library Director. I. Collaborates with the Library Director to develop and implement strategic priorities and fosters collaboration between Technical Services, Archives, and other units and non-library departments. ARCHIVES AND SPECIAL COLLECTIONS A. Co-supervises the Museum Director and Institutional Archivist to support archives-related responsibilities. B. Coordinates with leadership to establish priorities, policies, and procedures for acquisition, arrangement, description, and use of archival holdings. C. Oversees acquisition and organization of institutionally generated resources in the school’s archives and repositories; guides processing, cataloging, and digitization to improve discovery and access. D. Fosters collaboration between Archives and Technical Services to integrate archives services with library operations. PROFESSIONAL SERVICE 25% A. Identifies, evaluates, selects, and manages a collection of scholarly resources; considers access methods, user needs, usage statistics, and budget. B. Identifies electronic resources, manages trials, licenses, and integration with the library system, website, and link resolver; troubleshoots access issues. C. Promotes open access and assists authors in rights management and repository deposits. D. Maintains relationships with vendors, publishers, and providers. E. Consults with faculty, staff, residents, and students to develop relevant collections. F. Oversees binding of print journals and theses/dissertations. G. Maintains holdings records in systems such as ALMA, Docline, and OCLC. H. Manages OpenAthens electronic access management; creates and updates accounts and resolves access issues. I. Serves as liaison to CARLI for initiatives, statistics, surveys, and problem reporting. J. Coordinates gifts and donations with documentation as needed. Teaching 15% A. Serves as the library’s specialist on scholarly communications; provides instruction on copyright, authors’ rights, and publishing topics related to the institutional repository. B. Develops classes, workshops, and training on using library resources and responsible research methods. C. Provides training for library staff on new resources or features. D. Supervises practicum students, interns, or volunteers in Technical Services. E. Provides instruction on archival and rare book materials for Medical Humanities and related curricular activities in coordination with the Museum Director and Archivist. Research 10% A. Pursues research in biomedical librarianship or related areas. B. Develops research projects and contributes to scholarship through presentations and publications. C. Conducts and publishes research on technical services operations, collection management, or archives administration. D. Collaborates with faculty on bibliometric or scholarly communication studies. E. Mentors staff engaged in research to foster a culture of inquiry. Other Professional Activities 5% A. Represents the library at professional meetings. B. Serves on SIU-SOM committees. C. Reads professional literature and stays current with developments in the field. D. Collaborates with SIU libraries, CARLI members, and affiliated hospital libraries. E. Maintains awareness of professional standards and best practices. Qualifications Required Qualifications A. Master’s Degree in Library and Information Science from an ALA-accredited program. B. Five years of experience in library technical services, collections, archives, or scholarly communications. C. Three years of supervisory experience, including hiring, training, and staff development. D. Experience with electronic resources systems, licensing, and link resolvers. E. Experience with cataloging print and electronic resources. F. Knowledge of library technical services, scholarly communications, and archives administration. G. Excellent oral, written, and analytical communication skills. H. Demonstrated problem-solving and teamwork abilities. I. Experience with integrated library systems. J. Sensitive to the needs of underrepresented minority populations. Desirable Qualifications A. Experience building or developing library departments, including recruitment and staff development. B. Experience in Academic Medical Libraries or biomedical resources familiarity. C. Experience with archives, rare books, or special collections; knowledge of archival standards (e.g., DACS, EAD). Supplemental Information The budgeted annual salary range is $87,000 to $95,700. The final salary will be determined by market data, salary equity, candidate qualifications, and budget constraints.
