Full Time Professional 2.1 Arlington, VA, US 4 days ago Requisition ID: 1289 Salary Range: $165,000.00 To $185,000.00 Annually ***CONTINGENT UPON CONTRACT AWARD*** Job Summary Corvus Consulting, LLC is seeking an experienced Senior DoD Spectrum Analyst to support the development of Department of Defense positions, recommendations, and technical-regulatory assessments for National Telecommunications and Information Administration spectrum-allocation and management activities. The analyst will evaluate domestic and international spectrum proposals for their effects on DoD spectrum-dependent systems, military operations, satellite communications, tactical communications, radar, sensing, command and control, and other national security capabilities. The position will support DoD participation in federal and international spectrum processes, including the NTIA Interdepartment Radio Advisory Committee and its subcommittees, World Radiocommunication Conference preparation, ITU Radiocommunication Sector Study Groups and Working Parties, Conference Preparatory Meetings, regional telecommunications organizations, and U.S. interagency coordination. This is not a general policy-research position. The successful candidate must possess direct experience in federal spectrum management, spectrum regulatory analysis, spectrum allocation or sharing, spectrum-dependent DoD systems, or the development of U.S. positions for domestic and international radiofrequency proceedings. Primary Responsibilities Analyze proposed changes to domestic and international frequency allocations, Radio Regulations, service definitions, technical criteria, resolutions, recommendations, and rules for their potential effects on DoD systems and missions. Develop recommended DoD positions for NTIA spectrum-management and allocation proceedings, including issues considered through the Interdepartment Radio Advisory Committee, Radio Conference Subcommittee, Technical Subcommittee, Frequency Assignment Subcommittee, Spectrum Planning Subcommittee, and related federal working groups. Assess World Radiocommunication Conference agenda items and associated ITU-R studies to identify operational, technical, regulatory, and national-security implications for DoD. Support the development and coordination of U.S. preliminary views, U.S. proposals, DoD positions, ITU-R contributions, draft Conference Preparatory Meeting text, liaison statements, issue papers, and comment-resolution packages. Review technical studies involving spectrum sharing, electromagnetic compatibility, interference protection, propagation, emissions limits, power flux-density limits, coordination criteria, and protection requirements. Translate technical and regulatory proposals into clearly stated operational effects, risks, opportunities, and recommended courses of action for DoD senior leaders and spectrum stakeholders. Evaluate potential effects on DoD spectrum-dependent capabilities, including radar, terrestrial and satellite communications, tactical data links, electronic warfare systems, position, navigation and timing systems, unmanned systems, sensors, aeronautical and maritime systems, and command-and-control networks. Coordinate inputs from DoD Components, Military Departments, Combatant Commands, acquisition organizations, program offices, technical laboratories, operational users, and other spectrum stakeholders. Support coordination with NTIA, the Federal Communications Commission, Department of State, other federal agencies, industry representatives, U.S. delegations, and international or regional organizations. Monitor and analyze activities of relevant ITU-R Study Groups, Working Parties, Task Groups, Conference Preparatory Meetings, CITEL PCC.II, CEPT, APT, ATU, ASMG, RCC, and other WRC regional preparatory organizations. Prepare technical-regulatory decision memoranda, WRC agenda-item assessments, frequency-band impact analyses, senior-leader briefings, delegation read-aheads, talking points, meeting reports, issue trackers, and action-item logs. Maintain traceability among DoD operational requirements, technical study results, federal positions, regional proposals, ITU-R documentation, and final recommended U.S. positions. Required Qualifications Bachelor’s degree in electrical engineering, telecommunications engineering, RF engineering, systems engineering, physics, spectrum management, electronic warfare, operations research, or a related technical field; or equivalent directly relevant military or federal spectrum-management experience. A minimum of five years of direct experience in one or more of the following: Federal radiofrequency spectrum management DoD spectrum management or electromagnetic spectrum operations NTIA or IRAC processes ITU-R or WRC preparation Spectrum allocation, certification, assignment, or regulatory analysis Electromagnetic compatibility, interference, coexistence, or spectrum-sharing analysis Technical analysis of spectrum-dependent military systems Demonstrated ability to evaluate the operational and technical effects of spectrum allocation, sharing, and regulatory proposals. Working knowledge of frequency allocations, radio services, spectrum-sharing concepts, interference-protection criteria, and domestic or international spectrum-regulatory processes. Demonstrated experience preparing technical-regulatory recommendations, agency positions, decision memoranda, or senior-leader briefings. Ability to work with engineers, operators, acquisition personnel, attorneys, policy officials, and interagency stakeholders and synthesize their input into defensible DoD recommendations. Strong analytical writing and briefing skills, including the ability to explain complex RF and regulatory matters to both technical and nontechnical audiences. Eligibility for a Department of Defense Secret security clearance. An active Secret clearance is strongly preferred. Preferred Qualifications Direct experience supporting DoD CIO, a Military Department spectrum-management office, the Joint Staff, a Combatant Command, a DoD acquisition program, or another federal spectrum-management organization. Experience participating in or directly supporting: NTIA Interdepartment Radio Advisory Committee activities Radio Conference Subcommittee activities ITU-R Study Groups or Working Parties World Radiocommunication Conference preparations Conference Preparatory Meetings CITEL PCC.II or another regional WRC preparatory organization U.S. delegation or interagency spectrum-position development Familiarity with the ITU Radio Regulations, NTIA Manual of Regulations and Procedures for Federal Radio Frequency Management, U.S. Table of Frequency Allocations, ITU-R Recommendations and Reports, and WRC resolutions and agenda items. Experience analyzing spectrum requirements or regulatory issues affecting radar, satellite communications, tactical communications, electronic warfare, mobile systems, fixed and mobile satellite services, non-geostationary satellite systems, or emerging 5G and 6G technologies. Experience with electromagnetic compatibility, spectrum-sharing, link-budget, propagation, interference, or adjacent-band analysis tools and methods. Experience developing U.S. preliminary views, U.S. proposals, DoD positions, draft CPM text, ITU-R contributions, liaison statements, or technical-regulatory studies. Graduate degree in electrical engineering, telecommunications, spectrum management, systems engineering, or a directly related field.
