Northrop Grumman Defense Systems is seeking an experienced Principal International Trade Compliance Analyst / Sr. Principal International Trade Compliance Analyst to join our team in Elkton, MD or Rocket Center, WV. This position will report to the Manager of International Trade Compliance (ITC) of Propulsion Systems & Controls Business Unit and will require the ability to work on-site in one of the specified locations.

The International Trade Compliance Analyst position will be responsible for ensuring compliance with U.S. Export and Import control laws and regulations; applying for all necessary Export and Import authorizations; providing training to employees and guidance of the international trade compliance regulations.

Key Responsibilities :

  • Work with various functional areas to determine their export / import needs, and develop and implement appropriate strategies to meet business requirements and ensure full compliance with all regulatory agencies
  • Prepare and submit necessary export / import authorization requests required to support international programs within Armament Systems
  • Review and approve international travel requests, foreign visit requests, and export / import transactions.
  • Provide guidance and interpretation of US government regulations including the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR)
  • Assist in the development and implementation of trade compliance policies and procedures, such as internal control plans for approved authorizations
  • Manage all post approval activities such as recordkeeping, reporting requirements, approvals for data exports and international shipping authorizations
  • Perform compliance assessments of license and agreement files and assist as necessary in any investigations of potential compliance violations
  • Support and implementation of corrective actions that result from export / import compliance violations
  • Prepare and deliver to programs, export and import internal control plans and proviso reviews
  • Conduct export / import training and provide formal and informal communication to internal and external customers regarding all conditions of the export and import authorizations
  • Assist in the review of export and import clauses in international new business contracts and provide recommendations
  • Review of program contractual statements of work to assist in the development of the work scope for each export / import authorization(s)
  • Make formal presentations in meetings, training environments and respond to questions from management, employees, customers, and vendors related to export / import compliance.
  • Negotiates export / import control issues with internal and external customers and resolves issues in a win / win manner
  • Prepare and brief licensing slide for commitment reviews

This position may be filled as a Principal International Trade Compliance Analyst or as a Sr. Principal International Trade Compliance Analyst.

Basic Qualifications for Principal International Trade Compliance Analyst (Level 3) :

  • Must have one of the following : High School Diploma or GED with a minimum of 9 years experience in Trade Compliance, Contracts, Legal or a relevant field
  • Bachelor's degree with a minimum of 5 years experience in Trade Compliance, Contracts, Legal or a relevant field
  • Master's degree with a minimum of 3 years experience in Trade Compliance, Contracts, Legal or a relevant field
  • Knowledge of the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), BATFE and other US Government Regulations
  • Must have or be able to obtain and maintain a U.S. Department of Defense (DoD) Secret security clearance
  • Must be able to travel as needed (up to 10% of the time)
  • Must be a US Citizen and able to work on-site in Elkton, MD or Rocket Center, WV.

  • Must have one of the following : High School Diploma or GED with a minimum of 12 years experience in Trade Compliance, Contracts, Legal or a relevant field
  • Bachelor's degree with a minimum of 8 years experience in Trade Compliance, Contracts, Legal or a relevant field
  • Master's degree with a minimum of 6 years experience in Trade Compliance, Contracts, Legal or a relevant field
  • Knowledge of the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), BATFE and other US Government Regulations
  • Must have or be able to obtain and maintain a U.S. Department of Defense (DoD) Secret security clearance
  • Must be able to travel as needed (up to 10% of the time)
  • Must be a US Citizen and able to work on-site in Elkton, Maryland or Rocket Center, West Virginia
  • Preferred Qualifications / Skills :

  • Aerospace or Defense Industry Experience
  • Experience assessing the applicability of ITAR exemptions and EAR exceptions
  • Proficient in the use of the OCR EASE Software
  • Experienced and comfortable providing training in person or via virtual methods
  • Ability to prioritize and organize own workload
  • Attention to detail
  • Must have both excellent communication and interpersonal skills
  • Strong ability to work independently as well as with teams
  • Strong collaboration and team building skills
  • Ability to build and maintain excellent working relationships with both internal and external customers

  • Primary Level Salary Range : $87,000.00 - $130,600.00 Secondary Level Salary Range : $108,400.00 - $162,600.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and / or personal business.
