Assistant Manager Of City Facilities

The City of Arvada is seeking an experienced Assistant Manager of City Facilities to support the management of municipal buildings, facilities operations, and capital improvement projects. This role helps ensure City facilities are safe, efficient, and well-maintained while coordinating with departments, contractors, and community partners. Essential Job Functions

  • Manages the building maintenance operations of the Arvada Center facility by coordinating with city departments, the Arvada Center non-profit and its affiliations, and independent contractors for the operation, life safety systems, security, building maintenance, repair, renovation projects, custodial duties, and enhancement.
  • Delivers project management for a variety of assigned non-engineering facilities and public works. May direct or facilitate the work of project team members.
  • Assists the Manager of City Facilities, develop plans for CIP projects with justification, estimate of cost and schedule of work for budget request.
  • Manages building replacement fund for all facilities in coordination with our asset management plan for all city facilities.
  • Supports the development of the division budget, sets priorities, overseeing budget performance monthly.
  • Facilitates the day to day custodial and maintenance operations of the division to include CMMS tracking and compliance, schedules, work assignments and security.
  • Represents the public works facilities department as a member of the senior management team of the Arvada Center.
  • Coordinates ADA plan partners on funding, prioritizing, implementing, and tracking of the ADA transition plan for city facilities.
  • Coordinates and manages the activities of design professionals, technical consultants, service providers, and contractors as assigned.
  • Assists in the management of city facilities security programs to include development and implementation support of program initiatives and upgrades.
  • Prepares requests for qualifications and requests for proposals for various goods and services, reviews bid documents, coordinates responses, negotiates contracts, and issues purchase orders to complete purchasing processes in accordance with the City of Arvada purchasing ordinance.
  • Develops, maintains, and updates emergency operations plans for training and coordination of all personnel and resources required to either mitigate the effects of, or recover from, natural or man-made disasters.
  • Oversees and coordinates public review and comment sessions as may be required on specific projects.
  • Assists the division with maintenance of quarterly City FOCUS reports, and development and updating of workforce and succession plans.
  • Assists the division in developing and maintaining their digital online information.
  • Performs contract management services for Facilities Management division.
  • Assists in the coordination, development, and management of the division's asset management program specific to participating Divisions.
  • Attends meetings, workshops, and conferences as a representative of the City of Arvada for educational and outreach purposes for the maintenance of effective city services.
  • Travels to and attends team and organizational meetings, training, events and activities and appropriately and professionally represents the department.

Other Job Functions

  • Represents division on various city committees.
  • Performs other duties as assigned.

Essential Supervisory Duties

  • Develops and/or participates in the development of staff work plans, measures and tracks progress towards goals, prepares and conducts timely and constructive performance appraisals.
  • Makes decisions or recommendations for hiring, promotions, transfers, disciplinary action, and other personnel actions as necessary.
  • Coaches, counsels and supports staff to maximize efficiency and effectiveness. Consistently educates and advises staff on organizational rules, regulations, policies and procedures. Supports creative thinking and problem solving and encourages participatory decision making when appropriate.
  • Provides training and job enrichment opportunities and encourages professional growth and development.

Knowledge Skills and Abilities

  • Solid knowledge of public works practices, policies and procedures, planning, and administration.
  • Strong knowledge in principles and practices of facilities maintenance and engineering design elements, including building codes and the American with Disabilities Act.
  • Strong knowledge of office software programs, including Word, Excel, database and presentation software.
  • Solid knowledge of web content management.
  • Knowledge of budget management.
  • Strong analytical and problem-solving skills.
  • Strong ability to prioritize multiple projects while meeting the needs of customers and staff.
  • Solid conflict management skills with ability to facilitate cooperation among multiple stakeholders with different priorities.
  • Strong ability to build and sustain collaborative working relationships with city employees, other agencies, and the public.
  • Strong initiative and drive with the ability to motivate and instill initiative and drive in others.
  • Strong ability to exercise professional responsibility, initiative and judgment as well as make decisions within the scope of assigned authority.
  • Ability to be disciplined and structured, oriented toward an integrated strategic program of action in support of goals, objectives, and concepts.
  • Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.
  • Must be able to operate a motor vehicle.

Knowledge Skills Abilities PreferredLicense & Certification

  • A valid Colorado driver's license and acceptable driving record is required.

Education Degree

  • Bachelors Degree (BA, BS, BBA)

Education Major

  • Business or related field.

Education Required

  • An equivalent combination of education and experience may be considered.

Work Experience Related

  • Five (5) years of progressively responsible facilities management or project management experience.

Work Experience Preferred

  • Facilities Manager Professional certification.
  • Recent and direct experience in a municipal government environment.

Other Qualifications

  • Must obtain and maintain a Criminal Justice Information Services (CJIS) Certification.
  • Must pass a criminal background check and a driving record check, if required by the position.

Physical Demands

  • Minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.

Hazards

  • Minimal exposure to hazards are typically found in general office environment where there is rarely to no exposure to injury or accident.

Work Environment

  • Exposure to routine office noise and equipment.
