Vice President, Program Evaluation & Quality Assurance

The Program Evaluation and Quality Assurance (PEQA) Department designs, implements, and manages Project Renewal's systems of performance measurement and management, quality assurance, and quality improvement. PEQA's objective is to enhance the agency's ability to achieve its mission by developing and facilitating processes that measurably improve the quality and effectiveness of our services and operations, and to support agency leadership in managing towards high performance.

The Vice President of Program Evaluation & Quality Assurance oversees the organization's strategy for using data to drive impact and improve services across the agency. Reporting to the Chief Operating Officer, the VP of PEQA sets the vision of business intelligence and performance analytics and is responsible for leveraging the agency's performance measurement and evaluation systems to inform program planning and organization strategy. The VP champions empowerment through data, integration and cross-functional learning, and inclusive and equitable data practices. The VP also provides leadership for incident management systems, ensuring that PRI meets regulatory, contractual, and ethical standards across all programs. In partnership with the Chief Information Officer, the VP is responsible for development and maintenance of the organization's data ecosystem and analytics architecture.

Essential Duties & Responsibilities: The Vice President of PEQA is responsible for strategic leadership, content expertise, management of complex systems, and ownership of capacity-building activities in all areas of evaluation, documentation, compliance, and data-driven performance measurement and management across all programs. Key responsibilities include but are not limited to:

  • Provide strategic leadership in how the organization approaches performance measurement and management, building upon our existing system's strengths and empowering employees at all levels of the organization to work collectively to accomplish the agency's mission.
  • Provide oversight, technical leadership, and set end-to-end vision for the three sub-functions of the Program Evaluation & Quality Assurance department: Quality Assurance, Program Evaluation, Incident Management.
  • Advance the agency's monitoring, evaluation & learning capacities and strengthen the organization's culture of applying knowledge toward program improvement.
  • Partner with senior program leadership to translate evaluation findings into actionable insights, adapt performance metrics, and inform program planning and development.
  • Provide executive oversight of PRI's incident management systems, ensuring timely reporting, documentation, investigation, and resolution of all incidents in accordance with regulatory, contractual, and internal standards.
  • Establish a data governance plan that defines data ownership, roles, and responsibilities within the organization, fostering a culture of data stewardship and accountability.
  • Work closely with administrative functions including HR, Training, IT, Finance, Operations, Development, and others to improve the quality and effectiveness of their services.
  • Oversee evaluation or research projects with external partners, including managing contracts, engaging with stakeholders, and ensuring compliance with privacy standards.

Working Conditions:

  • Work is performed in office, programs, and field locations throughout the New York City metropolitan area.
  • Occasional travel between agency locations may be required.
  • Evening, weekend, on-call, or emergency response support may be required based on operational needs.
  • The position requires regular use of computers, phones, remote support tools, and related technology equipment.

Physical Requirements:

  • Ability to sit, stand, walk, bend, and move throughout office and program environments for extended periods.
  • Ability to travel between Project Renewal locations to conduct site visits, quality reviews, meetings, investigations, and training activities.
  • Ability to use a computer and other office technology for extended periods.
