Senior Business Analyst
Location: Towson, Maryland
ATS is seeking an experienced Senior Business Analyst to support the assessment, development, enhancement, and implementation of technology solutions for County agencies. The Senior Business Analyst will primarily focus on public safety systems, business process improvement, requirements analysis, system implementation, and technology integration.
The initial assignment will support the replacement of the County's Jail Management System. Business requirements have already been captured, and the Senior Business Analyst will work closely with County stakeholders, subject matter experts, technology teams, application developers, and vendors to validate and refine requirements, evaluate solutions, support vendor activities, and assist with the successful implementation of the new system.
Key Responsibilities
- Develop functional and non-functional system requirements based on documented business requirements.
- Work with development teams and vendors to create prototype designs for medium- to large-risk projects.
- Analyze business processes, workflows, data flows, and existing systems to identify opportunities for improvement.
- Develop system designs, integration requirements, and delivery roadmaps.
- Translate business and client requirements into detailed system design and functional specification documentation.
- Gather, consolidate, analyze, and communicate information from subject matter experts and business stakeholders.
- Partner with business users, project managers, application developers, and vendors throughout the system development and implementation lifecycle.
- Develop detailed test plans, test scripts, and testing documentation based on functional requirements.
- Facilitate and support User Acceptance Testing (UAT) activities.
- Support internal and external system integrations, including design, testing, troubleshooting, and implementation.
- Conduct in-depth analysis of County systems, operations, procedures, and business processes.
- Identify problems, assess business opportunities, and recommend technology-based solutions.
- Gather and document business requirements for change requests, including break/fix activities.
- Support system implementation and post-production activities as a primary technical resource.
- Provide technical assistance, consultation, and recommendations to County agencies throughout project implementation.
- Develop and monitor metrics related to reporting, system performance, and process control.
- Participate in or conduct user training as required.
- Identify and promote innovative solutions and improvements to existing processes.
- Provide high-quality customer service and maintain effective working relationships with internal and external stakeholders.
- Maintain the security and confidentiality of proprietary and sensitive information.
Required Qualifications
- Bachelor's degree from an accredited college or university in Business, Computer Science, Information Technology, or a related field.
- Minimum of five (5) years of professional experience in systems analysis, business analysis, change management analysis, project management, program analysis, or a closely related field.
- Demonstrated experience supporting public safety implementations and post-production environments as a primary technical resource.
- Strong knowledge of the principles and practices involved in planning, developing, implementing, and maintaining information systems.
- Strong understanding of business process analysis and evaluation.
- Experience analyzing administrative processes and identifying opportunities for automation.
- Ability to analyze the feasibility and suitability of information technology projects.
- Ability to establish and maintain effective working relationships with business and technical stakeholders.
- Strong technical documentation skills, including the ability to develop business requirements, functional specifications, test plans, and test scripts.
- Excellent written and verbal communication skills.
- Strong analytical, critical-thinking, and problem-solving abilities.
- Ability to work effectively in a collaborative team environment.
Preferred Qualifications
- Experience working directly for or supporting a government entity.
- Five (5) or more years of experience supporting public safety projects.
- Experience with corrections, criminal justice, law enforcement, jail management, or other public safety applications is highly desirable.
Ideal Candidate
The ideal candidate is a senior-level Business Analyst who can operate comfortably between business stakeholders and technical teams. This individual should be highly skilled at translating business needs into actionable technical requirements and documentation, while also having hands-on experience with complex technology implementations.
Candidates with experience supporting public safety, corrections, criminal justice, law enforcement, or government technology programs are especially encouraged to apply.
