Procurement Specialist

Standard Job Description Sources, negotiates and purchases machinery, equipment, tools, raw material, packaging materials, parts, services, and/or supplies necessary for operation of an organization. Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. Monitors performance of suppliers. Compiles information to keep informed on price trends and manufacturing processes. Evaluates areas of opportunity to leverage material acquisitions. Tracks data to keep informed on price trends and manufacturing processes. Negotiates with suppliers and analyzes suppliers' operations to determine factors that affect prices and to determine lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment, and maintains necessary records. May prepare request for proposals (RFP) and bid packages.

Basic Qualifications

• Relevant Experience: ? 3 years of subcontract or procurement experience on high-complexity, high-risk aerospace/defense programs; ? 2 years leading cross-functional teams.
• Analytical Ability: Skill in preparing bid packages, defining evaluation criteria, and conducting cost/technical proposal analysis.
• Communication: Strong written and oral communication; able to draft precise specifications, work statements, and contract terms.
• Compliance/Ethics: Knowledge of FAR/DFAR, aerospace/defense regulations, and a track record of ethical procurement practices.
• Security Clearance: Active U.S. Government Secret (or higher) clearance.
• Ability to successfully manage multiple Strategic, Critical and Tactical supplier relationships to overcome complex schedule and cost challenges.
• Excellent communication skills with the ability to effectively manage stakeholder expectations at a variety of levels.
• Capable of identifying and mitigating risks by implementing effective mitigation strategies.
• Excellent commercial skills with the ability to analyse and negotiate best-value agreements.
• Proven track record of adhering to procurement procedures and processes, ensuring compliance, accuracy, and timely execution of all procurement activities.
• Able to complete work under general direction, independently determining and developing approaches to solutions.
• Be an advocate of and has demonstrated the ability to deliver continuous improvement.

Desired Skills

• Bachelor's degree in Business, Supply-Chain Management, or a closely related discipline
• Supply chain experience in the defence environment.
• Experience leading or supporting Bids and proposals.
• Experience negotiating Terms and Conditions.
• Experience negotiating pricing and cost elements.
