Job Title

Under the authority of the head of the office, the holder of the position contributes to the coordination of the normative aspect of the finance laws as well as the mission of internal legal advice and analysis within the budget directorate.

1. Coordination of the normative aspect of the finance laws:

This synthesis work consists of aggregating, expertise, controlling the quality and compliance with constitutional and organic requirements, and if necessary amending the data and information coming from the other offices of the directorate, and if necessary from other state directions involved in the drafting of the finance laws. The holder contributes in particular:

to the preparation of the administrative phase of the budgetary procedure (framing, drafting of budgetary articles, statements of reasons and preliminary evaluations of the PLF, defense of provisions before the Council of State); to the support of the legislative phase (preparation of ministerial files, operational assistance to the cabinet during the debates, drafting of government amendments); to the preparation of the constitutional recourse phase (identification of risks, assistance to the SGG in the drafting of the defense memorandum).

2. Legal advice and analysis:

In liaison with the legal directorate of the ministry as well as with the other ministerial directorates, this mission is intended to ensure the relevance, reliability and quality of the normative texts submitted to the signature or approval of the minister of budget.

Main contacts: heads of offices and deputies of the directorate, cabinet of the minister of budget, legal legislation direction, services of the finance commissions of the assemblies.

The two poles (Letters and Figures) of the office are expected to interact throughout the budgetary procedure, and in particular during the discussion in Parliament during the last quarter of the year.

Profile Sought

The position requires great rigor, and expertise in legal matters: the finance law is above all a normative text that must comply with conditions of form and substance resulting from constitutional and organic obligations, and that the Government must defend vis--vis numerous actors whose expertise is of high level (Council of State, administrators of the assemblies, Constitutional Council).

The holder of the position will work in a trio within the "Letters" pole, and as a team with the other members of the office. He/She will have to interact with the other offices of the directorate, both the sectoral offices from which he/she will aggregate the contributions, and with the synthesis offices.

Special Conditions of Exercise

Seasonality linked to the budgetary cycle: the position is subject to strong time constraints during the closing of financial texts and during the parliamentary discussion (which may take place late at night or on certain weekends, between October and December).

The activity is particularly intense during the second half of the year, from June to July and from September to December.

Rectifying finance law projects intervening during the year may cause a temporary increase in activity outside these periods.

Examples of recently treated files: Follow-up and synthesis of the parliamentary discussions of the PLF 2024 and the PLFG 2023 Preparation for the implementation of the Organic Law of December 28, 2021, relating to the modernization of the management of public finances.
