The Department of Adult & Juvenile Detention (DAJD) is seeking a Corrections Program Supervisor to serve as a key member of the Community Corrections Division supervisory team.

The Department of Adult and Juvenile Detention (DAJD) is a professional and nationally recognized organization that supports safe, vibrant, and healthy communities in partnership with other criminal justice and human service agencies. DAJD operates the largest county adult detention system in the State of Washington, housing an average daily population of approximately 1500 individuals.

DAJD provides in-custody and community-based services that are data informed, advanced safety, lead system change, and promote equitable outcomes for the people we serve.

The Community Corrections Division (CCD) uses evidence-based practices to promote more productive behaviors and lifestyles. CCD has four programs - Community Center Alternative Programs (CCAP) & Pretrial Assessment and Linkage Services (PALS), Electronic Home Detention (EHD), Intake Services Unit (ISU), and Resident Programs. The CCAP/PALS section connects clients to community-based services that enhance their chances for success in efforts to reduce recidivism and address each individual's mental health, substance abuse, and criminogenic needs.

Individuals in this classification may be assigned to work in any of the following three facilities: King County Correctional Facility - Downtown Seattle, Maleng Regional Justice Center - Kent, or the Yesler Building - Downtown Seattle. As a Corrections Program Supervisor you must be able to relate well with all kinds of people, build constructive and effective relationships and have strong interpersonal skills. You must be comfortable delegating both routine and important tasks and decisions to direct reports and treat co-workers and subordinates equitably. The ideal Corrections Program Supervisor will have a strong knowledge base in the area in which the supervisor is assigned (Intake Services, Electronic Home Detention, Community Center for Alternative Programs (CCAP/PALS), and/or Resident Programs). Additionally, they must be able to organize people and activities effectively and be comfortable leading and making tough decisions.

Specific areas of the facilities include: (1) Intake Services Unit (Seattle and Kent); (2) Electronic Home Detention (Seattle); (3) Community Center for Alternative Programs (Seattle) & Pretrial Assessment and Linkage Services (Kent) (4) Resident Programs (Seattle and Kent). Assignments are based on staffing needs of the department and subject to collective bargaining bid processes. Responsibilities will include supervising section staff, overseeing daily functions, and identifying and resolving issues or problems as they arise. Will be responsible for maintaining current working knowledge of procedures related to assigned section. May serve as backup as needed to other sections. This position will fill the immediate vacancy in the CCAP/PALS unit.

This recruitment will create an eligibility list which may be used to fill future Career Service, Term Limited Temporary or Special Duty Assignment Corrections Program Supervisor vacancies over the next 6-months or until the eligibility list is exhausted.

Job Duties

The current opening will supervise the Community Center Alternative Programs (CCAP) & Pretrial Assessment and Linkage Services (PALS). Essential functions include, but are not limited to:

• Successfully supervise section staff, oversee daily operations, and identify and resolve issues or problems as they arise;
• Assess workload to determine priorities based upon staffing levels and work volume;
• Monitor staff performance and quality of work; counsel employees who are either not meeting performance levels or are having difficulty meeting position requirements or experiencing problems with co-workers; hold staff accountable;
• Develop and implement employee schedules, resolve scheduling conflicts as needed, and coordinate the bidding process for shift assignments as needed;
• Determine training needs, curricula, and course materials; schedule and facilitate staff training. Provide ongoing training and coaching to line staff;
• Work with staff to manage courts, community, and resident/client concerns;
• Manage and ensure diversity, equity, and social justice are incorporated at all levels of the division.

Program Management

• Develop and write section policies and procedures; provide input and participate in the development of program and department policies and procedures;
• Ensure section/unit compliance with related program policies/procedures and operations/court mandates/requirements;
• Identify, document, address, and resolve operational problems/issues;
• Act as liaison between the section/program and other entities including other DAJD divisions/sections, courts, corrections/law enforcement staff, the public, and third-party vendors;
• Oversee the final implementation of the Risk Need Responsivity Tool.

Research/Analysis and Technical Knowledge

• Maintain statistical data, conduct studies, and perform research/analysis;
• Maintain current working knowledge of the criminal justice system and a wide variety of electronic/computerized databases to access court and criminal history information;
• Maintain current working knowledge of jail population and resident/client management, resident/client classification and housing assignments, caseload management, court documents, and program processing.
• Ability to apply the Risk Need principle when recommending a course of action to judges for resident/client programming needs.

Backfill for other supervisors within respective unit/division and may serve as backup to line staff as needed. Participate and provide input into the hiring/selection process. Perform other duties as assigned within the area and scope of responsibility.

Experience, Qualifications, Knowledge, Skills

Minimum Qualifications: One of the following three (3) qualifications:

• Three years (36 months) as a regular full-time DAJD employee in one of the following areas of responsibility: Casework/case management, resident/detainee or client assessment, screening, classification or other types of evaluation; or, bachelor's degree in public administration, social work, or related field and two years' experience in a criminal justice program, preferably within a community corrections operation; or,
• Equivalent combination of education and related experience. Related experience will substitute for education on a year-for-year basis (i.e., six years directly related experience would be equivalent to a bachelor's degree and two years' experience).
• Knowledge of jail population and resident/client management, resident/client classification and housing assignments, and/or caseload management.
• Knowledge of court documents and program processing. Knowledge of information gathering.
• Proficiency using Outlook and Microsoft Word.

Most Competitive Candidates Will Possess:

• Prior supervisory experience;
• Experience in Intake Management, Electronic Home Detention, CCAP/PALS, or Classifications;
• Ability to supervise section staff, demonstrated problem-solving skills, and ability to manage complex projects;
• Excellent program development/ management skills; and Ability to interpret and apply governing rules and regulations.
• Working knowledge of the RNR principle and how it is applied to inmates for programming. Familiar with CCD programs and enrollment pathways.
• Experience in Motivational Interviewing. Experience in Behavioral Health Programming.
• Demonstrated experience keeping confidentiality and maintaining personal integrity. Ability to gain and maintain the trust of staff and the public and be dependable.
• Demonstrated experience prioritizing multiple tasks.
• Demonstrated ability to communicate effectively with a diverse population of internal and external stakeholders.
• Demonstrated experience providing excellent customer service.
• Ability to make timely decisions with limited resources and, at times, limited information. Ability to provide direction during crisis and successfully manage conflict while maintaining composure.

Desired: This position may be eligible for additional bilingual premium pay above the base salary. Desired languages currently include Spanish, Chinese, Vietnamese, Russian and Somali, but may be subject to change. To qualify for a bilingual pay premium applicants must demonstrate sufficient language proficiency.
