HealthRIGHT 360, a nonprofit organization and a family of programs, is committed to providing accessible and comprehensive healthcare services to vulnerable populations. Our mission is to tackle systemic barriers to healthcare and promote health equity for all. We offer a wide range of services, including mental health care, residential and outpatient substance use treatment, and primary health services. Additionally, we provide transitional support for individuals re-entering the community after involvement in the criminal justice system. By integrating physical and behavioral health, we empower individuals to overcome challenges by addressing social determinants of health, fostering resilience, and facilitating recovery.

The Prototypes Housing Department offers housing and case management services specifically for women and women with children through contracts for permanent housing and shelter beds. Located on the Pomona campus, the S. Mark Taper Foundation Family Living Center features a 32-unit affordable housing complex for low-income families. The department provides case management and counseling both on-site and in the surrounding community. Referrals come from various service providers across LA County, including treatment centers and housing authorities, while community members can also contact the ACCESS Department for screening and potential housing services.

The Program Manager I oversees all aspects of program operations. They recruit, develop, and lead a high performing team and ensure that all staff are properly trained to deliver high quality, culturally competent services while adhering to relevant regulations and policies and budgetary constraints.

KEY RESPONSIBILITIES

Program Management

• Oversee program needs such as safety, security, compliance, and accountability.
• Available after hours and on weekends for emergencies and crisis management.
• Ensure program activities and deliverables meet quality standards and adhere to relevant regulations and policies.
• Lead staff meetings to discuss updates, issues, and policies.
• Create, develop, maintain, and implement systems, policies, and procedures for all aspects of service planning, development, and linkages to other resources, in accordance with county contracts, performance requirement, treatment matrix, scope of work or other program requirements as identified by the county.
• Identify potential risks and obstacles to program success and develop mitigation strategies to address them.
• Understand the organization's strategic vision and find ways to implement and execute the vision at the program level.
• Allocate resources effectively, including personnel, funding, and materials, to ensure successful program execution within budgetary constraints.
• Ensure compliance with housing contracts (LAHSA, DHS, SAPC, and Pomona Housing Authority).
• Ensure program compliance with tax credit contracts and Housing & Community Development (HCD) requirements and regulatory agreement.
• Ensure work orders and other structural related matters for the complex are addressed in a timely manner by working collaboratively with the property manager.
• Facilitate data collection, file audits, and periodic reports for all housing contracts.
• Attend external meetings and events to learn about the changes in the housing services available countywide and to represent our organization.

Operations and Treatment Oversight

• Assume ownership and ensure that any program or facility crisis is handled in an efficient and timely manner.
• Ensure that all services are provided in an ethical and legal manner.
• Ensure maintenance of quality client records.
• Ensure that all staff provide strength-based, trauma-informed, and culturally competent services.
• Oversee proper handling and transfer of documents and records, including Electronic Health Records (EHR) system management.
• Develop systems to track client services and client compliance.
• Conduct regular reports to monitor discrepancies, retention, productivity, and utilization, ensuring timely correction of any issues.
• Ensure that program decisions are guided by a client-centered approach.
• Ensure compliance with policies and procedures to manage risk.
• Ensure compliance with all funding mandates.
• Process monthly billing for programs/projects and other related reports as assigned.
• Supervise matching and leverage services and contract requirements.
• Ensure that all programs and projects stay within agreed budgetary limitations.

People Management

• Manage staff and volunteers, including hiring, training, supervision, and performance evaluation.
• Ensure all staff are trained on program policies, procedures, and practices.
• Provide direct supervision and mentor to direct supervisory staff, offer feedback, and address deficiencies by implementing performance improvement plans and disciplinary actions, when necessary, in collaboration with Human Resources.
• Identify direct reports' strengths and weaknesses and strive to develop each team member to their fullest potential.
• Deliver and arrange training and resources to ensure that staff are successful in their roles.
• Ensure proper coverage of the program by creating work schedules and approving time away from work.
• Deliver all communications necessary to all team members to remain current with HealthRIGHT 360's policies and procedures and to inform them of quality-of-care concerns.

Administrative

• Maintain full compliance requirements for registration, certification, or licensure, if applicable.
• Maintain regular communication with stakeholders, including clients, sponsors, internal teams, to provide updates on program progress, address concerns, and solicit feedback.
• Attend and actively participate in assigned supervision.
• Complete all assigned training in a timely manner.
• Read and respond to emails when appropriate.

QUALIFICATIONS

Education, Certification, or Licensure, and Experience

• Current First Aid and CPR certification or ability to obtain within 30 days of hire.
• Valid California driver's license and access to registered and insured transportation.
• Option I: High school diploma or equivalent. At least 4 years of program management work experience. At least 3 years of experience supervising staff. Alcohol and Other Drug Counselor or Substance Abuse Counselor Certification with a California certifying agency (CCAPP, CADTP, or CAADE) preferred.
• Option II: Bachelor's degree in Health and Human Services, Social Work, Psychology, or other related field from an accredited university. At least 3 years of program management work experience.
• Option III: Master's degree from an accredited university. Current registration or licensure with California Board of Behavioral Sciences. At least 3 years of supervising direct service staff experience.
