Chief Human Resources Officer
The Director of Human Resources is responsible for managing the school system's personnel program. This includes the establishment and maintenance of effective two-way communications between the various organizational levels, and the formulation, recommendation, and administration of the school system's personnel policies.
Qualifications: Hold a Postgraduate Professional License with a master's degree and an endorsement in Administration and Supervision. Have at least five years of experience in administration and/or supervisory positions. Have demonstrated the professional and personal characteristics necessary for working effectively with school personnel and members of the community.
Reports To: Superintendent
Responsibilities include recruiting, screening, interviewing, and recommending qualified applicants to fill certificated and classified vacancies and/or new positions. Assisting administrators to ensure fair and consistent application of personnel policies, regulations, and benefits. Answering various personnel policy related questions. Ensuring that all federal, state laws, and School Board policies and regulations relating to personnel are followed. Providing all pertinent information to the School Board for teacher appointments, reappointments, and releases of contracts. Implementing employment practices that meet federal, state, and local laws. Coordinating with area colleges and universities the placement of student teachers. Administering the professional licensure and renewal requirements for all instructional and administrative personnel in accordance with the state regulations. Planning and executing an annual recruitment program which highlights contact with minority applicants for teaching positions for which there is a shortage of qualified candidates. Working actively with principals, legal counsel, and the employee in all actions relating to employee dismissal or nonrenewal. Representing the best interests of the school division in claims and hearings related to unemployment compensation. Promoting good working relationships among staff members. Monitoring all licensure requirements. Corresponding with the Virginia Department of Education Division of Teacher Education and Licensure on all required documents for personnel. Maintaining certificated and classified personnel records and performing all personnel functions relating to these records. Assisting in the determination of personnel allotment to the various schools. Planning and implementing, in association with others, the initial orientation of new teachers. Preparing personnel reports required by state and federal agencies. Assisting in preparation of the annual budget and to review and monitor monthly budget printouts for all supervised areas. Serving as the Superintendent's designee in hearing grievances as outlined in the grievance procedure. Supervising and coordinating the administrative and supervisory evaluation system. Administering and coordinating the development, review, and revision of the division's job description manual. Establishing a schedule for semester observations and annual evaluations and maintaining all records. Reviewing all observation reports and evaluations. Coordinating faculty and staff awards and recognition. Serving on the retirement committee. Assisting teachers and administrators in the recertification process. Reviewing literature to determine the best instruments to use for evaluation. Serving as Title IX Coordinator. Performing any other appropriate duties as may be assigned by the Superintendent.
Terms of Employment: 12-month contract paid on administrative salary scale. Evaluation: Performance on this job will be evaluated in accordance with School Board policy and administrative regulations on evaluation of administrative personnel.
