Job description

Property ManagerWe are seeking an experienced, highly organized, resident-focused Property Manager to oversee the day-to-day operations of a 54-unit affordable senior housing community. This is a hands-on property management position that requires substantially more than conventional apartment leasing experience. The successful candidate will understand how strong property operations, affordable-housing compliance, resident service coordination, financial management, maintenance oversight, and compassionate resident relations work together to create a well-run community.The community serves income-qualified older adults and includes multiple affordability and subsidy requirements. The property includes units restricted at 30% and 60% of Area Median Income (AMI), as well as 24 Project-Based Voucher (PBV) units. The overall community serves residents age 55 and older, while the PBV program includes an age 62+ requirement.The Property Manager will be responsible for maintaining compliance with applicable affordable-housing requirements, coordinating closely with compliance and regional leadership, managing the property's waitlists and occupancy, supporting housing-authority and subsidy processes, maintaining strong financial controls, overseeing maintenance and vendors, and creating an inclusive and welcoming environment for senior residents.Essential responsibilities include:Property operationsAffordable housing complianceProject-based voucher administrationWaitlist and leasing administrationFair housing and resident rightsSenior resident relations and resident servicesFinancial managementMaintenance and physical asset oversightReporting and administrationRequired skills and experience include:3+ years of multifamily property management experienceAt least 1 year of direct affordable-housing experienceWorking knowledge of LIHTC/income-restricted affordable housing conceptsExperience working with Section 8, Project-Based Vouchers, Housing Choice Voucher programsStrong written documentation, organization, and deadline-management skillsProfessional communication skills with residents, applicants, housing authorities, service providers, vendors, and ownership representativesStrong computer proficiency, including Microsoft Outlook, Word, and ExcelAbility to work primarily on-site Monday through Friday and respond appropriately to occasional after-hours property emergenciesValid driver's license and reliable transportation when required for property-related businessHigh school diploma or equivalentPreferred skills and experience include:3+ years managing affordable housing communitiesPrevious direct management of a LIHTC propertyPrevious experience with a 30% AMI / 60% AMI layered affordable communityDirect experience managing Project-Based Voucher unitsExperience working with Washington County housing programs or another Oregon public housing authorityExperience resolving affordable-housing compliance findings and completing annual compliance reportingKnowledge of HAP processes and subsidy reconciliationExperience managing a senior or age-restricted housing community and working with residents age 55+ or 62+Experience partnering with resident-services organizations, social-service agencies, or supportive-service providersExperience serving diverse senior populations, including LGBTQ+ older adultsCertified Occupancy Specialist (COS), Housing Credit Certified Professional (HCCP), Certified Professional of Occupancy (CPO), or similar affordable-housing certificationLIHTC compliance certification through an established affordable-housing training organizationOregon property management experienceExperience with Yardi Voyager or comparable multifamily property-management softwareExperience managing a smaller property independently where the Property Manager must be both strategic and hands-onAssociate's or bachelor's degree in property management, business, real estate, housing, social services, or a related fieldKey competencies include:Compliance mindsetOwnership mentalityResident-centered leadershipExceptional organizationFinancial awarenessStrong documentationInclusive communicationCalm problem solvingWhat success looks like includes:Strong and stable occupancyTimely completion of annual and other required recertificationsAccurate and complete resident filesProper maintenance of 30% and 60% AMI unit requirementsProper administration of PBV units and minimal preventable subsidy lossAccurate resident and subsidy receivables and strong rent collectionTimely completion of maintenance requests and unit turnsClean and well-maintained common areasPositive resident relationships and effective coordination with resident servicesTimely and accurate reportingStrong inspection and audit performanceImmediate identification and resolution of compliance concernsConsistent communication with regional leadership and ownershipCompensation and schedule:Salary: $65,000 per yearEmployment: Full-TimeWork Location: On-SiteTypical Schedule: Monday through Friday, with flexibility when property operations, resident needs, inspections, emergencies, or special events require additional availability.The ideal candidate is an affordable-housing operator first and a leasing professional second. They understand that running this community exceptionally well requires equal attention to compliance, resident experience, financial performance, and the physical property.They are comfortable reviewing an income certification in the morning, meeting with a senior resident in the afternoon, following up with the housing authority regarding subsidy documentation, walking the building with maintenance, reviewing invoices, and ending the day knowing exactly where the property stands operationally and financially.Most importantly, they understand the responsibility that comes with managing affordable senior housing and approach that responsibility with accuracy, urgency, professionalism, compassion, and accountability.
