Job description

Architect Engineering Mgr II

This position provides strategic leadership for the Fredericksburg District's most significant highway projects, directing efforts from early project development through final delivery. Responsibilities include comprehensive project management, coordination across planning, design, procurement, contract administration, field support, quality compliance, and risk mitigation. The role requires extensive collaboration with multidisciplinary teams and key stakeholders to address complex challenges, develop effective solutions, and apply creative, out-of-the-box thinking when standard approaches fall short. A broad understanding of highway project development, delivery, operations, and maintenance is essential to ensure integrated, reliable outcomes across the district's program.

Provide direction and strategic leadership and oversight to all construction management functions (which includes pre-design, design, procurement, construction, and post construction phases), developing policies and procedures, assisting districts in implementation of contract management and contractor oversight, field support, quality compliance and prequalification of contractors. Provider leadership, direction, and technical engineering guidance to related program areas.

  • Ability to manage an engineering program, manage multiple work teams of professional engineering and technical staff, and oversee complex engineering projects.
  • Ability to manage multiple and complex statewide programs and projects.
  • Ability to plan and schedule work effectively.
  • Ability to provide effective, positive leadership through employee involvement in process and product management.
  • Ability to supervise, coach, train and develop staff.
  • Demonstrated leadership and consultation skills working with all levels of management, stakeholders, and contractors.
  • Knowledge of related laws, regulations, policies and programs related to construction.
  • Knowledge of supervisory principles and practices to include hiring, discipline, performance management, and employee development.
  • Skill in analyzing and prioritizing tasks and assignments to appropriately manage resources and responsibilities.
  • Skill in the use of computers and software applications including engineering software and Microsoft Office Suite.

Minimum Qualifications:

  • Competent consultation skills and excellent oral and written communications skills to interact with all levels.
  • Comprehensive knowledge of transportation engineering, methods and procedures as related to the construction of roadways.
  • Degree in Civil Engineering or related field.
  • Demonstrated ability to administer complex programs, involving procurement, transportation contracts, construction, land development and policy development.
  • Demonstrated ability to administer functions related to budget management, financial oversight, statistical reporting and staff development.
  • Skill in resolving complex engineering and contractual disputes and customer focused skills as related to program delivery.
  • Valid Professional Engineer's license.
