THE CITY OF CANNON BEACH The City of Cannon Beach spans 1.54 square miles in Clatsop County and operates under a Council-Manager form of government, with a 2026 total budget of approximately $79.5 million and a workforce of 47 regular staff. The City Council is composed of the Mayor and four Council Members, all elected at large to four-year terms and limited to eight years of continuous service. The City Manager is appointed by and reports to the City Council. Departments include Executive, Community Development, Emergency Management, Finance, IT, Police, and Public Works.
