The Organization

The City of Corona is a General Law city operating under a Council-Manager form of government. Policymaking and legislative authority are vested in the City Council, consisting of a Mayor and four Council Members. Members of the City Council are elected by District to a four-year term. The Mayor is selected by the Council and serves as the presiding officer for one year.

The City is organized into the following departments / organizational units : City Manager's Office, Community Services, Economic Development, Finance, Fire, Human Resources, Information Technology, Legal and Risk Management, Planning & Development, Police, Public Works, and Utilities. Oversight of these departments is divided between the City Manager and two Assistant City Managers.

The City's total operating budget for Fiscal Year 2026 is $422.7 million with a General Fund operating budget of $231.3 million. Corona enjoys a workforce of 935 dedicated employees who provide high-quality services to its residents and visitors each day.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Our Human Resources Team is made up of 15 full-time staff members. The HR Manager reports directly to our Chief Talent Officer and currently provides direct and indirect supervision to seven full-time employees, two part-time employees, and two full-time temps, all organized into teams. The Human Resources Manager performs and exercises supervision over the full range of advanced professional human resources duties in various functional areas such as classification / compensation, salary administration, organizational design, HRIS, payroll processing, performance management, employee engagement, and labor relations. The ideal candidate will have prior experience working for a public agency as a supervisor and be an HR generalist, specifically including experience in employee relations and labor relations. Experience with police and fire personnel is highly desirable. This position is FLSA Exempt, ineligible for overtime compensation.

QUALIFICATIONS GUIDELINES

Any combination of training and experience that would provide the required knowledge, skills, and abilities may be considered qualifying. A typical way to qualify would be :

• A bachelor's degree from an accredited college or university with major coursework in human resources management or a related field, with a Master's Degree preferred;
• Seven (7) years of increasingly responsible public sector professional experience in human resources management, contract administration, strategic planning, and budgeting practices, including five (5) years of supervisory experience;
• Experience in a public agency setting is highly desirable; and
• Professional public sector HR certification (e.g., PSHRA-SCP, PSHRA-CP) is also highly desirable.
