Animal Control Supervisor

HIRING RANGE : $95,191.20 - $105,768.00 / year

The Animal Control Supervisor for the City of Lakewood Police Department will coordinate, supervise and monitor the performance of the department's Animal Control Officers (ACO). The supervisor is responsible for evaluating the performance of the Animal Control Officer position. Additionally, provides direction regarding the enforcement of laws pertaining to animals. The Animal Control Supervisor will at times perform the duties of an Animal Control Officer, as needed.

ESSENTIAL FUNCTIONS

  • Explains animal control ordinances and enforcement procedures to citizens; refers citizens to appropriate agencies for other enforcement problems.
  • Coordinates complex cases between courts, district attorneys and city prosecutor's office and the Animal Control section.
  • Assists with the writing and revision of the policies and procedures manual for the Animal Control Section.
  • Gives public presentations on various animal-related topics.
  • Assists in interviewing and selecting new employees, coordinates the training of new employees, and prepares employee evaluations.
  • Coordinates and assigns monthly and daily unit work schedules.
  • Coordinates work unit training sessions.
  • Maintains daily record of work unit activities, reviews quality of work performed, and advises or assists ACOs as appropriate.
  • Prepares monthly log entries for employees and maintains ongoing communication of performance with Animal Control Officers.
  • Monitors daily activities, such as summonses issued, animal bite, incident and offense reports.
  • Receives, records and investigates citizen complaints against ACOs, and ensures that citizen's requests for service have been answered.
  • Ensures ongoing status of state commissions and certifications for Animal Control Officers.
  • Evaluates vehicle, equipment and supply needs; prepares inventory reports, writes purchase orders.
  • Ensures clean and sanitary vehicles to prevent spreading diseases to other animals.
  • Utilizes the City computer to do background investigations on complaints. Ensures open cases receive further investigation.
  • Must be able to perform "in field" euthanasia on sick and / or injured wildlife.
  • Must be able to interact with others in a collaborative and respectful manner.
  • Requires dependable and prompt attendance.
  • May need to respond to questions from Animal Control officers, Agents, dispatchers and command staff during off-duty hours.
  • Serves on the Lakewood EOC Team
  • Serves as a liaison to the Colorado Department of Agriculture Bureau of Animal Protection to assure proper prosecution and adherence to policy.
  • May serve as City representative on the Foothills Animal Shelter (FAS) Advisory Committee.
  • Maintains professional working relationships with other animal control agencies and animal related concerns.
  • Performs all duties of ACO I and ACO II as necessary.
  • Performs special projects or other duties as assigned or as necessary.

ORGANIZATIONAL RELATIONSHIPS

  • Supervision Received : Receives general supervision from the Police Support Services Administrator
  • Supervision Given : Directly supervises Animal Control Officers.
  • ESSENTIAL QUALIFICATIONS

  • Education : High school diploma or equivalent. Two years of college education is desirable. Bachelor's degree highly desirable
  • Experience : Two years' experience in animal control desirable. Previous supervisory experience desirable.
  • Licensure / Certification / Registration

  • Valid driver's license and acceptable driving record required.
  • Ability to obtain Colorado Certification as an Animal Control Officer.
  • Ability to obtain Bureau of Animal Protection commission from Colorado Department of Agriculture.
  • Other Knowledge, Skills and Abilities

  • A demonstrated ability to work effectively and courteously with the public in potentially stressful situations.
  • Ability to maintain professional composure in unpleasant and sometimes appalling situations and demonstrate tact in emotional situations.
  • Excellent written and verbal communication skills.
  • Strong knowledge and understanding of rules of criminal procedure, constitutional laws, rules of evidence and other law enforcement procedures.
  • Ability to conduct staff meetings and communicate with subordinates on a one-on-one or group basis.
  • Ability to plan, perform and complete projects.
  • Ability to work through a problem objectively to ensure an effective solution.
  • Ability to communicate priorities, needs, and proper investigative techniques and procedures to ACOs.
  • Ability to operate a motor vehicle safely under high-pressure, unusual situations and inclement weather.
  • Ability to effectively mediate and de-escalate potentially volatile situations.
  • Polygraph and psychological examinations, oral board interview, background investigation and reference checks, physical, UA drug test and physical abilities exam are required.
  • Bi-lingual ability (Spanish speaking) desirable.
  • Ability to provide testimony in court, as needed.
  • Due to the nature of the work, an employee in this position may be considered essential. Essential personnel are determined by the chain of command, the type of emergency and the human resources needed.
  • Working Conditions and Physical Requirements

    Very Heavy Work : Exerting in excess of 100 pounds of force occasionally, and / or in excess of 50 pounds of force frequently and / or in excess of 20 pounds of force constantly to move objects.

  • Bend or position self to move items from higher place to lower place or vice versa

  • Lift, carry, push, pull, move, or position from all levels over 51 pounds with assistance
  • Sit, stand or be stationary
  • Stoop, kneel, crouch, crawl, climb, balance, turn or twist all of which may include awkward positions on both even and uneven terrain
  • Talk, hear, converse, communicate, or exchange information
  • Use of hands and / or fingers in a repetitive motion to handle, pinch, reach, grasp, move, feel, inspect, etc.
  • Vision to include distance, depth perception, peripheral and color. Employee uses vision to drive a vehicle during day and nighttime and to observe animal-related violations or situations
  • Walk, ascend or descend on both even and uneven terrain
  • Environmental Conditions may include :

  • Confined spaces
  • Extreme cold or heat
  • Frequent vibrations due to equipment use
  • Fumes or airborne particles
  • Moderate to extremely loud noise environment
  • Outdoor weather conditions
  • Toxic or caustic chemicals
  • Wet or humid conditions
  • Work in high, precarious places
  • Additional Physical Requirements :

  • May be required to utilize special equipment to reach hard to access areas such as balconies, porches, crawlspaces, etc.
  • Shift work, holiday work, weekends and "on call" duty may be needed.
  • Occasional exposure to diseases, infections and infestations (lice, fleas, etc).
  • Occasional extended hours and duty at the animal shelter.
  • Presence of injured, vicious, or frightened animals may cause a hazardous situation.
  • Work entails following an animal either on foot or by vehicle through streets, apartments, condos or parks.
  • Position occasionally requires the decapitation of animals for rabies testing.
