State Accounting Operations Manager (Open)
The Department of Administrative Services Accounting Division is currently seeking a State Accounting Operations Manager to join their team. This position manages a team overseeing accounting system operations, State purchasing cards, federal fund draws, payroll processing and reporting.

Job Duties
Oversees the draw of federal funds for several state agencies. Manages Accounts Payable (AP) processing for the State. Oversees monthly and biweekly payroll and garnishment processing for the State. Performs IRS W-2 and 1099 reporting. Administers the State purchasing card and Amazon Business Prime programs. Works with external audit partners. Assists state agencies with functionality and transaction processing within the State accounting system. Troubleshoots and supports the enterprise accounting system IT functional team for system upgrades and maintenance. Other duties as assigned within the scope of the classification.
Requirements / Qualifications
Minimum Qualifications : Bachelor's degree in Accounting, Finance, Business Administration or five years of managerial experience with accounting systems. Experience with high level financial accounting systems. Any equivalent combination of education and experience will be considered.
Preferred Qualifications : Two or more years of experience in governmental accounting or high level fiscal analysis or financial auditing preferred. Strong knowledge of financial systems, accounting principles, and financial reporting standards. Proficiency in Oracle JD Edwards ERP Accounting system. Strong attention to detail and accuracy. Knowledge of state financial policies, regulations, and compliance requirements. Excellent verbal and written communication and interpersonal skills. Ability to work independently, manage multiple priorities, and meet deadlines. CPA, CGFM, CISA, or CFE designation(s) Experience managing an accounting team.
Other : Regular and reliable attendance is required.
Knowledge of accounting and auditing theory and techniques, Governmental Accounting Standards Board statements (GASB), Generally Accepted Accounting and Auditing Principles (GAAP) and standards, and State and Federal laws and regulations affecting governmental accounting. Advanced Microsoft Excel knowledge.
Skills including excellent analytical, problem-solving, and decision-making abilities, exceptional attention to detail and accuracy in financial data analysis and reporting, and strong organizational skills to manage multiple reports and meet deadlines without compromising quality.
Ability to communicate orally and in writing to present information and opinions; understand and analyze financial data and computer applications, and identify errors, discrepancies, or anomalies and conduct thorough investigations to resolve them.
