The mission of Florida's Division of Vocational Rehabilitation (DVR) is to improve employment outcomes, including employment-specific training outcomes, and enhance independence for individuals with disabilities. This position manages DVR staff in units and positions across Broward and West Palm Beach Counties and requires :

  • Strong leadership and team management skills to lead unit supervisors.
  • Proficiency in data analysis to track participant progress and program outcomes.
  • Experience in compliance with state / federal regulations for serving people with disabilities.
  • Ability to implement set strategic plans by Vocational Rehabilitation to align with participant needs.

Job Description :

As a supervisor, the incumbent must communicate with, motivate, provide or coordinate training, and direct the work of his / her subordinates. In addition, the employee must complete timely performance appraisals, develop timely and accurate work plans, and timely approve monthly attendance and leave for each position under his / her direct report. Timesheets will be completed in the People First system by the 5th business day of the following month. The incumbent has the authority to make hiring recommendations as well as disciplinary recommendations.

This is a vocational rehabilitation administrative position requiring advanced programmatic specialization. The area supervisor is responsible for and spends the majority of time supervising vocational rehabilitation supervisors and vocational rehabilitation consultants and for effecting a wide range of support services to the area vocational rehabilitation program in accordance with Federal and State laws, rules and regulations and area procedures in order that individuals with disabilities may attain or maintain employment. This associate is involved in the hiring, disciplinary actions and promotion of associates in cost centers supervised. The incumbent of this position will access client information, produce correspondence, and perform other automated functions within the scope of the position's responsibilities.

Assures the provision of quality vocational services to people with disabilities through the supervision, training and evaluation of Vocational Rehabilitation Supervisors and Vocational Rehabilitation Consultants. Assures that units meet required expectations. Monitors the delivery of vocational rehabilitation services in the area via case reviews, program monitoring, on-site visits, individual and group conferences, data analysis and trend analysis. Provides supervision by planning workloads, workflows, establishing timelines and constructive feedback to associates to assure quality employment outcomes in an efficient and effective manner.

Collaborate with community partners and customers to improve services and develop strategies for better customer satisfaction and quality employment outcomes including contractual relationships. Ensures effective and efficient use of State and Federal financial resources to deliver customer services resulting in employment outcomes. Meets customer service budgetary needs through effective allocation and / or monitoring of funds, and identifies and develops community resources, comparable benefits and other cost saving mechanisms.

Meets with associates on a regular basis, assists with team building, associate development, and organizational development and growth. Participates in Area Quality Assurance activities.

Manages the human resources and operational aspects of assigned cost centers. Ensures compliance with Federal, State, and Departmental directives through appropriate recommendations.

Interprets policies, procedures, and laws to associates and to internal and external customers. Performs related work as required, including but not limited to the performance of the duties of the area director when designated.

Attendance at work is an essential job function.

Required : Experience working directly with people with disabilities AND at least 4 years of supervisor experience.

Preferred : Master's degree.

Knowledge, Skills, and Abilities :

Knowledge of data collection and analysis methods and techniques, and management information systems

Ability to :

  • Participate in meetings with executives from public, not-for profit, and private sectors
  • Plan and organize multiple functions, projects, processes in high pressure, fast paced environment
  • Effectively communicate issues and positions verbally and in writing
  • Apply laws, regulations, policies, and established procedural guidelines in order to perform quality assurance functions
  • Apply policies and procedures to situations in order to assess performance, compliance, and effectiveness of operations
  • Recruit, hire and directly supervise professional and management staff
  • Research issues related to service delivery and customer complaints and / or concerns
  • Prepare public correspondence for senior management
  • Communicate effectively to resolve issues of service delivery, performance, compliance, ethics, and effectiveness
  • Plan, coordinate, and conduct presentations
  • Ability to work under tight deadlines and prioritize work
