This position is located in Tallahassee, FL. The salary range is $60,000.00 - $70,000.00 annually.
Position Overview and Responsibilities : Manages the release of Fixed Capital Outlay funds needed to execute the terms of negotiated contracts for planning, design and construction implementation. Request in advance that the budget office arrange for the release of funds to be available to implement development projects to meet established schedules. Maintains records needed to identify allocated funds that are encumbered and approved for use. Arrange preparation of Request for Proposals for needed services, establish and oversee selection committees and tabulate results. Manage the negotiations and arrangements for the execution of professional service contracts. Establishes bid dates, prepares bid advertisements, officiates at bid openings and recommends awarding of construction contracts. Chairs preconstruction and construction conferences with architects, engineers, contractors, user agency representatives and others. Prepares contracts, task assignments and change orders and coordinates with the Department's Legal Section as required prior to the execution of contracts. Negotiate terms of contracts pertaining to, but not limited to, scope of work, time requirement and payments of services. Provides for an evaluation of insurance requirements from contractors. Ensures fulfillment of contractual obligations to the state by architects, engineers and construction contractors. Applies for and maintains Federal and State grant applications. The incumbent of this position is considered to have regulatory responsibility and is subject to the provision of Chapter 60M-2, F.A.C. Performs other duties as assigned.
Required Knowledge, Skills, and Abilities : Knowledge of principles, techniques, material and equipment used in building construction. Architecture / engineering design, construction, production and / or operations. Skill in software programs. Using architecture / engineering tools, equipment and / or instruments. Ability to develop various reports. Plan, organize and coordinate building construction program activities. Design and implement architecture / engineering professional design services contracts. Establish and maintain effective working relationships with others. Understand and apply applicable rules, regulations, policies and procedures. Minimum Qualifications : Valid Driver's License. Travel.
Position of Special Trust Requirement : This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
