The Prince George's County Police Department is currently seeking qualified applicants to fill a Counselor 4G, grade G27 position, in the Psychological Services Unit .

About the Position

This position involves responsibility in the areas of clinical psychology, forensic psychology, and clinical social work.

This position is responsible for providing emergency psychological intervention as part of a 24 hours a day, 7 days per week service to police department employees and their relatives. Work involves addressing job-related stress and trauma within the Police Department in addition to providing couple, family, and adolescent counseling. The incumbent will develop assessment techniques designed to evaluate psychological or behavioral traits within the County workforce. Work also involves conducting psychological interviews and psychotherapy; and will develop and deliver classroom instruction related to crisis intervention and in-service training to department personnel.

Work is performed with a high degree of competency in providing services to clients and / or in developing psychological profiles. Work is performed under close supervision of the Division Manager and is evaluated based upon reports and conferences designed to achieve treatment goals and program objectives. The work of this role is highly complex, and the ideal candidate must be detail-oriented, conscientious, and a hands-on team player. Candidates must exhibit excellent communication and debriefing skills, have a track record of working collaboratively with others and be comfortable with working on a rotating, on-call schedule 24 hours a day, 7 days a week.

The Prince George's County Police Department is the fourth largest law enforcement agency in Maryland, providing a full range of law enforcement services to County residents and business owners. Their mission is to work in partnership with citizens of Prince George's County towards providing a safe environment and enhancing the quality of life. Today, the Prince George's County Police Department serves over 900,000 residents and has an authorized strength of 1800 officers and 300 civilians.

Examples of Work

Clinical Services :

  • Provides direct clinical counseling to members of the police department and their immediate families, including couple, family, and adolescent counseling.
  • Conducts interviews which include diagnostic evaluation assessments, treatment recommendations, and appropriate referral.
  • Performs clinical assessments for the Department in the areas of excessive force complaints, job performance problems, and documented domestic relation problems.

Emergency Services :

  • Provides emergency psychological services to Police Department employees.
  • Works on a rotating on-call schedule so that clinical support is available 24 hours a day, in order to provide an immediate response to specified departmental emergencies.
  • Works harmoniously with others and communicate effectively with offices and Police Personnel while performing on-scene assessments and debriefs.
  • Training and Education :

  • Develops, provides, and delivers classroom instruction and in-service training to department personnel.
  • Conducts trainings including, but not limited to, crisis interventions; abnormal psychology; domestic violence; leadership; stress management; substance abuse.
  • Develops in-service course content to meet the current needs of the department.
  • Other Duties :

  • Develops creative strategies to respond to law enforcement, social, and environmental concerns.

  • Master's degree from an accredited College or University in Counseling, Social Work, or a closely related field.

  • Doctoral degree in Counseling, Social Work, or Psychology.
  • Four (4) years of full-time, post-licensure clinical experience providing professional mental health counseling services. This must include a minimum of one (1) year in a supervisory or clinical lead capacity, overseeing licensed or pre-licensed staff or multidisciplinary teams.
  • Any equivalent combination of relevant training, education and experience may also be considered.

    Please note there is no equivalency for supervisory experience.

    License :

    Must possess and maintain one of the licenses listed in the Certification / License section at the time of application. In addition, applicants must have passed the National Counselors Examination or be eligible for licensure by endorsement. The State of Maryland accepts licensure by endorsement for counselors who meet all applicable requirements, including education, examination, and professional standing. Licensure must be obtained prior to appointment and maintained throughout the duration of employment.

    Certification / License :

    Must possess one of the following licenses and have passed the National Counselors Examination and the Maryland State Law Test :

  • LCPC : Licensed Clinical Professional Counselor
  • LCADC : Licensed Clinical Alcohol and Drug Counselor
  • LCP : Licensed Clinical Psychologist
  • LCMFT : Licensed Clinical Marriage and Family Therapist
  • Preferred Qualifications :

  • Seven (7) or more years of related experience.
  • Experience conducting psychological evaluations and / or working within a law enforcement culture is preferred.
  • Knowledge of the principles of assessment and treatment of acute and traumatic stress reactions and disorders; brief therapy; crisis intervention; grief; victimology; and the psychological response to routine and critical incident stress.
  • Proven debriefing capabilities.
  • Experience conducting and developing in-service training. Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and / or individuals.
  • Experience managing a crisis scene independently.
  • Strong clinical acumen as it relates to individual and couple sessions.
  • Possess Eye Movement Desensitization and Reprocessing (EMDR) certification.
  • Possess experience working with individuals diagnosed with Post Traumatic Stress Disorder (PTSD).
  • Possess Substance Abuse training or certification.
  • Experience conducting risk assessments (suicide, homicide, etc.,).
  • Proven experience and desire to work in a team-oriented, fast-paced, and professional environment.
  • Must demonstrate an ability to exercise poise, tact, diplomacy, and an ability to establish and maintain positive, professional relationships with internal and external customers.
  • Must be organized, flexible, and able to effectively prioritize in a fast-paced and constantly changing environment.

    General Plan Information :

    The Prince George's County benefits plan year is from January 1 to December 31.

    A spouse (to include a same sex spouse) can be added to the health benefit plans. A marriage certificate and social security number is required to add a spouse.

    Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. A birth certificate(s) and social security number(s) is required to add a child(ren).     The premiums for health benefits are deducted on a pre-tax basis with the exception of Long-Term Disability, Extra Life Insurance and Voluntary Benefits (Short-Term Disability, Whole Life Insurance, Critical Illness, Accident Insurance, Cancer Indemnity, Hospital Indemnity Protection, Accident Indemnity Plan, Supplemental Dental and Group Legal Services).

    New employees must enroll in the County's health benefit plans within thirty (30) days of the hire date.

    The effective date of the health benefits coverage is the beginning of the month following a waiting period of forty-five (45) days from the date of hire.

    After enrolling in the County's benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and / or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
