Duties & Responsibilities

Purpose of Position :

Under direction of the Chief Nursing Officer, with the broadest scope for the exercise of independent initiative and judgment, organizes, directs, coordinates and evaluates the nursing service and nursing education programs of a health care setting or diagnostic and treatment center; performs related tasks.

Essential Duties and Responsibilities :

1. Develops, establishes and implements the philosophy, objectives, policies and standards of the Nursing Department.

2. Organizes the Nursing Department to delineate authority, functional responsibilities and lines of communication. Coordinates functions of nursing services with other disciplines, collaborates with administrative staff, other department staff and representatives of allied groups in planning services.

3. Determines staffing requirements in relation to patient care standards and develops procedures to maintain an adequate, competent nursing staff.

4. Maintains a system of continuing evaluation of nursing service provided for patients.

5. Maintains up-to-date policy procedure manuals for all nursing units and evaluates their effectiveness.

6. Establishes an effective system of clinical and administrative nursing records and reports.

7. Directs the preparation of the personnel, equipment and supply budgets for the Nursing Department.

8. Directs the development and implementation of orientation, training and continuing education programs for nursing personnel.

9. Initiates and participates in studies and research projects. Utilizes findings to improve patient care and administrative services.

10. Plans for and coordinates use of clinical facilities by colleges and other agencies for nursing education purposes.

11. Participates in the development of policies and health programs for the health care setting and System policies and programs involving nursing.

12. Develops and maintains sound relationships with the community, labor and professional groups in developing nursing programs and policies.

13. May serve as a consultant for the System for the overall nursing practice, service and education programs; conducts related studies and directs projects, provides leadership in Central Office in the development, coordination and evaluation of Systems central and health care setting nursing services, practice and education programs.

14. Attends community conferences and committee meetings with administrative, Medical Board and department heads.

15. Conducts and chairs staff meetings and working committees with all levels of nursing personnel.

Minimum Qualifications

1. Licensed and currently registered to practice as a Professional Nurse in New York State; and,

2. A Masters Degree in Nursing Administration or an equivalent field, and a minimum of four years of high-level responsible experience in nursing administration, three years of which shall have been in a hospital; or,

3. A satisfactory equivalent. However, all candidates must be licensed and currently registered to practice as a Professional Nurse in New York State.

Exceptional knowledge of nursing best practices, quality improvement, and evidence-based care.

Strong leadership, organizational, and interpersonal communication skills.

Expertise in data analysis, quality reporting, and performance improvement processes.

Ability to influence and lead interdisciplinary teams in a healthcare setting

Strong writing skills for the preparation of applications, reports, and proposals.

Minimum of 5 years of clinical nursing experience with progressive leadership responsibilities.

Proven experience in leading nursing excellence initiatives, with a track record of successful Magnet, Beacon, or similar designation achievement and / or maintenance.

Experience in preparing and writing award and recognition applications (e.g., ENA Lantern Award, AORN Surgical Safety, Go Clear, Prism Award) is highly desirable.
