EMSD Planning Associate

The New York City Housing Authority (NYCHA) is the largest public housing authority in North America. NYCHA provides housing for more than 520,800 low-income New Yorkers through its public housing and Section 8 leased housing programs. NYCHA's Emergency Management and Services Department (EMSD) is charged with responding to all emergencies and hazards impacting essential services and day-to-day operations, including large-scaled disasters. EMSD is seeking to hire an Emergency Management Planning Associate reporting to the Planning Coordinator of the EMSD's Preparedness Unit. Daily responsibilities include :

• Assisting the Planning Coordinator with the maintenance of the Comprehensive Emergency Management Plan
• Creating and maintaining templates, protocols, procedures, and plans identified for NYCHA's preparedness, response, and management of emergency incidents
• Assisting with inter-department and interagency planning for large-scale incidents and events and the documentation and evaluation of the handling of major emergencies
• Creating Situational Awareness reports, Incident Action Plans, After Action reports, and Improvement plans for emergency activations
• Coordinating and consolidating required information from valid emergency management sources and from NYCHA departments to assist with the creation and maintenance of emergency plans
• Working with the EMSD Training and Exercise Coordinator to ensure all required NYCHA personnel are trained on the Comprehensive Emergency Management Plan and its accompanying documents and are exercised regularly
• Assisting with the creation and maintenance of the Test, Training, and Exercise Plan
• Assisting with the maintenance of the Continuity of Operations plan
• Drafting project-related documents including schedules, project plans, presentations, meeting agenda, minutes, status reports, administrative duties, monitoring and tracking emergency messages and notifications, etc.
• Working cooperatively with other departments, city agencies, elected officials, and residents of NYCHA
• Utilizing GIS technology to analyze hazards and perform risk assessments

Additional assigned duties may include supporting emergency management functions such as resident preparedness, public information, and program administration, assisting in fulfilling duties and assignments in support of the NYCHA Emergency Operations Center activation, conducting specific seasonal preparedness tasks and activities, and supporting emergency response efforts coordinated by EMSD.

Additional Information :

1. Possession of a valid driver's license and the ability to drive, enabling mobility and facilitating effective coordination and response efforts during emergencies and / or during preparedness outreach and coordination efforts with stakeholders and residents.

2. Flexibility to work evenings, weekends, and holidays as needed during emergencies or special events, demonstrating commitment to always ensure preparedness and community safety.

3. Proficiency in Microsoft Office Suite (Word, Excel, Access, Project, PowerPoint, Teams, Forms) and other relevant software tools to facilitate efficient communication, data management, and project coordination.
