MINIMUM REQUIREMENTS:

Eligibility for licensure as a veterinarian by the State of Florida in accordance with Florida Statute 474 and three (3) years of professional experience as a veterinarian.

A master's degree from an accredited college or university in public health or board certification in public health can substitute for one year of the required experience.

Requires possession of a valid Class E driver license.

Preference will be given to those with experience in the care and husbandry of domestic animals.

ADDITIONAL REQUIREMENTS:

This position has regulatory responsibilities and is subject to the provisions of Section 60L-36.003, Florida Administrative Code, and Chapter 112.313, Florida Statutes.

Incumbent must pass a pulmonary function test with medical evaluation, must undergo and pass regular respirator fit-testing, and must wear a respirator when required. Will be subject to the requirements of the proper use of appropriate respirator.

Willingness to respond to emergency duty, whether call day or night. This emergency duty may include natural disasters or animal disease outbreaks. Willingness to be deployed from your assigned headquarters for extended periods of time (up to 30 days).

Incumbent must wear appropriate personal protection equipment (PPE) when required.

Occasional travel required.

JOB DUTIES:

Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner.

Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.

INTRODUCTION: The primary duties and responsibilities of this position are to organize and direct the work-related activities of the Equine Programs team within the state, ensuring that each supervisee understands their duties and are properly trained for the delegated tasks. The responsibilities are related to the division’s mission of safeguarding Florida’s agriculture and public through animal disease control and emergency response, with specific inspection programs and other duties related to prevention, control and eradication of transmissible and communicable diseases. Additional duties include emergency preparedness, emergency management and related animal issues. The incumbent is expected to demonstrate, model and reinforce the department’s fundamental values of professionalism, commitment, integrity, innovation and excellence in all interactions with coworkers and the public.

Incumbent is primarily responsible for conducting field investigations of unusual or serious naturally occurring disease outbreaks in horses. This duty includes collecting epidemiological and demographical information, performing field necropsies, collecting specimens for laboratory examination and testing and making preliminary recommendations regarding the prevention, control and containment of disease conditions disclosed. In cases where foreign animal diseases of horses are suspected, the incumbent may be immediately dispatched to investigate or assist in investigating the occurrence as a foreign animal disease investigation. Maintains proficiency in current USDA Emergency Management Response System and serves as backup for foreign animal disease investigation data entry and permitted movement review.

Coordinates the investigation and study of equine disease problems in the state. This responsibility includes cooperative consultation with laboratory and field personnel, United States Department of Agriculture/Animal and Plant Health Inspection Service (USDA/APHIS), extension veterinarians and private equine veterinarian practitioners. Coordinates and develops educational and training information and presentations for bureau personnel, producers, and the general public on animal health programs. Participates in the planning, designing, and implementation of state and national animal health programs related to animal disease control and animal movements.

Monitors, reviews, and corrects database information related to Equine Programs. Reviews and corrects reports from these databases prior to distribution. Compiles and submits equine data for inclusion of the division’s monthly report. Retrieves database-stored equine disease data and reviews such data from an epidemiological perspective; compiles this information into comprehensive written or oral narratives for informational purposes for reporting significant diseases that may impact the general public and equine industries in the state. Completed reports are given to the incumbent’s supervisor for review and dissemination to the State Veterinarian and other appropriate recipients as designated by the State Veterinarian.

Aids the Bureau Chief in rule development and/or revisions. Drafts and revises bureau policies and procedures for review by Bureau Chief. Assists bureau staff in responding to inquiries about animal movement regulations and violations of such regulations. Reviews current scientific literature for information regarding equine disease updates, learning new procedures and techniques to assist the bureau’s capabilities to diagnose and respond to outbreaks of significant equine diseases. Attends and participates in work conferences and liaises with other regulatory agencies including the Department of Health and USDA/APHIS, United States Animal Health Association, American Veterinary Medical Association, Florida Veterinary Medical Association, various horse industry associations, University of Florida’s College of Veterinary Medicine, cooperative extension veterinarians and equine specialists and private equine and general veterinary practitioners to ascertain trends in the incidence of various equine diseases that could severely impact the state’s equine industry.

Interacts closely with information specialists of the department, key equine industry leaders and other interested parties to keep them informed about current and proposed equine-related policies, procedures, rules and regulations relative to disease prevention, control and eradication efforts conducted by the department. Attends equine industry meetings to discuss and give presentations about various program activities for which the incumbent is responsible.

Conducts activities relating to the state emergency preparedness and response, including providing veterinary medical expertise and administrative leadership to the State Emergency Operations Center, ESF-17 staff during emergencies. Participates in planning, training, and staffing for exercises and/or real-time emergency operations.

Performs other duties as assigned.
