The Computer Programmer Analyst III manages the department's integrated clinical electronic health record system. Incumbent performs complex work in the planning, development, analysis, implementation, maintenance and monitoring of the electronic health records system, which comprises multiple modules (i.e., Client Data, Assessment and Treatment Plan, Scheduler). Provides technical support, makes technical recommendations and implements policy and procedure relating to data access, data security and database integrity. Ensures the availability of a stable and accessible computer environment for clinical electronic record users. Dynamic and effective Senior Systems Administrator responsible for managing and supporting the functional operation and configuration of the CSB's primary application, the electronic health record, for documenting and coordinating behavioral health service to appropriate residents. Leads routine clinical and technical discussions to establish solutions for how to effectively and efficiently use the capabilities of the Electronic Health Records system. Collaborates with all external agencies as required to meet operational requirements. Evaluates emerging technologies and new system functionality to improve system performance and clinical operations.

Ensures compliance with privacy, security, and data governance standards (e.g., HIPAA) while monitoring data quality. Capable of managing multiple priorities and projects simultaneously. Able to analyze, interpret, and report findings, provide supervision and guidance to others, perform tasks independently, and communicate clearly and effectively, both orally and in writing.
Minimum Qualifications :
Extensive experience developing Web sites, systems, and applications using object-oriented environments (J2EE, ASP.Net, etc.), client-side browser programming in JavaScript, relational databases, SOA / web services (both consumer and provider roles), certificates and public key encryption; Considerable experience developing system specifications, leading teams of developers, auditing applications, source code, and system configurations; Considerable experience translating non-technical business requirements into robust technical solutions or any equivalent combination of experience and training which provides the required knowledge, skills and abilities, or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Thorough knowledge of database systems and software programs, with experience administering an Electronic Health Record (EHR) and conducting data and business process analysis. Skilled in project management methods, practices, and techniques. Excellent interpersonal and communication skills, with the ability to convey technical information to non-technical audiences. Ensures compliance with privacy, security, and data governance standards (e.g., HIPAA) while monitoring data quality. Strong problem-solving and troubleshooting abilities. Capable of managing multiple priorities and projects simultaneously. Considerable experience creating forms and custom reports within the EHR and training others in the use of electronic data and health systems. Considerable relevant professional experience.
Preferred Qualifications :
Four Year College Degree. Strong IT knowledge combined with leadership and management experience in a healthcare system. Extensive experience administering an Electronic Health Record (EHR). Demonstrated ability to manage a multi-disciplinary team and collaborate with a wide range of stakeholders, including IT staff, clinical and management personnel, vendors, and the CSB Board. Some project management experience. Considerable supervisory experience. Considerable experience implementing system enhancements, innovating clinical workflows, and leveraging performance metrics, data governance, and reporting to support decision-making.
