Location details : This role is hybrid with up to 2 days in-office at Evans Headquarters.

The Contracts Manager is responsible for overseeing Evans’ prime contracts and related subcontracts. This role provides full lifecycle contract administration and ensures that all contract management and execution activities align with company policies, applicable laws, and customer requirements.

  • Manage the administration of prime contracts and subcontracts throughout their lifecycle.
  • Analyze Requests for Proposals (RFPs), solicitations, draft contracts, and related documents to identify significant or unique requirements, special provisions, and terms and conditions.
  • Recommend strategies and approaches to address identified contractual risks or challenges.
  • Prepare specialized and non-routine responses for proposals, bids, and contract modifications.
  • Serve as a primary point of contact for contractual matters with customer / client contracting counterparts.
  • Provide guidance to internal teams on contract negotiations, Statements of Work, and other contractual terms.
  • Collaborate with Accounting and Finance to ensure compliance with financial policies, revenue recognition, pricing, export controls, insurance requirements, and economic impact assessments.
  • Support Business Development to ensure competitive and appropriate terms and conditions in proposals.
  • Ensure signed contracts are communicated to relevant stakeholders for visibility and implementation support.
  • Manage contract change control processes and monitor compliance with milestones, deliverables, and invoicing.
  • Oversee Service Level Agreement (SLA) compliance, including reporting expectations and expenditure thresholds.
  • Perform contract and subcontract closeout activities.
  • Maintain compliance with government systems such as GSA, SAM, CPAR, and others as required.
  • Manage subcontractor agreements and modifications, resolving issues as needed.
  • Review and process various agreements including NDAs, Teaming Agreements, LOIs, MOUs, ATPs, Reps & Certs, and related documents.
  • Ensure contract management procedures are current, compliant with company policy, and consistent with industry standards.
  • Maintain organized records and documentation of contract performance and compliance.

Requirements :

  • Bachelor’s degree in related field. NCMA CFCM qualification desired.
  • Minimum of 8 years’ experience in Contracts and Subcontracts Administration and Management in the government contractor environment.
  • Experience with federal government contracting. Knowledge of contracting and subcontracting theories, principles and practices with a solid knowledge with various types of contracts (e.g., Cost Plus, FFP, T&M, IDIQ, GWAC, GSA Schedules, BPAs).
  • Ability to draft moderate to complex, non-routine contractual instruments.
  • Working knowledge of contracting concepts, specifically the FAR, CAS, and TINA requirements applicable in federal government contracting. This includes applicable
  • Public contract acquisition law and regulations, and applicable international contract law.
  • Good presentation, leadership and team-building skills.
  • Use of independent judgment and creativity applied to resolution of contract issues.
  • Excellent internal and external negotiation skills.
  • Skilled at active listening, creative problem solving, and managing ambiguity.
  • Excellent oral, written communication skills and comprehension.
  • Attention to detail with strong organizational skills.
  • Proficiency in software and tools specific to the role (e.g., project management, records management, customer procurement systems, MS Office).

    Compensation

    Salary is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $95,000 to $115,000 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Evans’s total compensation package for employees.
