As we expand our federal practice, we’re looking for a Federal Capture Manager who has mastered the art of federal contracting and understands the nuances of procurement vehicles.
This role is about more than just winning contracts—it’s about strategically shaping opportunities, building lasting relationships, and helping Intact secure our place on the vehicles that matter most.
Position Overview The Federal Capture Manager will lead high-visibility pursuits across civilian and defense agencies, with a focus on securing and expanding Intact’s presence on major contract vehicles (GWACs, IDIQs, BPAs, etc.).
You’ll collaborate with business development, delivery, and solution teams to build strategies that not only win contracts, but also fuel Intact’s trajectory as a market leader.
Key Responsibilities Opportunity Identification & Qualification Research and qualify federal opportunities that align with Intact’s mission and capabilities.
Prioritize pursuits that open doors to new customers and long-term growth.
Capture Planning & Strategy Develop and execute capture strategies that highlight Intact’s differentiators in IT modernization, digital service management, and enterprise transformation.
Define win themes that resonate with agency priorities and missions.
Federal Contract Vehicles Lead Intact’s efforts to secure positions on major procurement vehicles critical to growth.
Track, assess, and pursue new and recompete vehicles where Intact can expand its presence.
Serve as Intact’s subject matter expert on navigating procurement pathways.
Customer & Stakeholder Engagement Build and nurture trusted relationships with program managers, contracting officers, and senior leaders across federal agencies.
Actively influence and shape requirements before the RFP is issued.
Competitive Intelligence & Teaming Conduct market and competitor analyses to position Intact for success.
Identify teaming partners and negotiate agreements that strengthen Intact’s offering.
Collaboration & Proposal Support Partner closely with proposal teams to ensure capture strategies and customer insights are integrated into proposals.
Support reviews and solution development that reinforce Intact’s strengths and mission-driven approach.
Required Qualifications Bachelor’s degree in Business, Government, or related field (Master’s preferred) 7–10+ years of capture or business development experience in the federal market.
Proven success winning large federal contracts ($50M+).
In-depth knowledge of FAR and government procurement processes.
Demonstrated expertise in federal procurement vehicles and a track record of getting companies onto new vehicles.
Strong network within federal civilian and / or defense agencies.
Excellent leadership, communication, and negotiation skills.
