DYCD is seeking to hire a Program Manager for the Out-of-School Youth (OSOW) portfolio, which includes the Advance & Earn and Train & Earn programs. The goal of the OSOW programs is to provide career pathways for opportunity youth through a continuum of services that include work readiness training, college and career exploration, paid work experience, advanced occupational training, and industry credential attainment. These programs offer sector-focused occupational skills development, paid internships, college and career exploration, and job placement opportunities that help participants achieve long-term success in education and employment.
Job Description : Under the supervision of the Deputy Director, and with latitude for independent judgment, the Program Manager for the OSOW portfolio will be responsible for managing all aspects of the Advance & Earn and Train & Earn contracts, including daily operations, contract management, program monitoring, and technical assistance. The Program Manager will be a professional with experience in workforce development and advanced training, as well as in providing services to opportunity youth. Duties include the following :

Minimum Qualifications :
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or 2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or 3. Education and / or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
