Technical Project Manager – Software Engineering Governance & Delivery (Contract-to-Hire)

Overview
We are seeking an experienced Technical Project Manager to join a centralized Software and Quality Engineering Governance team . This individual will play a critical role in overseeing the execution and delivery of complex software engineering initiatives that strengthen development controls, governance, and automation practices across the enterprise.
The position is ideal for a delivery-minded professional with a strong understanding of software engineering processes, DevOps practices, and governance frameworks. This is not a coding role but requires a candidate with enough technical fluency to connect the dots between engineering strategy, tooling, compliance, and execution.
Key Responsibilities
- Lead and manage the execution of software governance and control initiatives across the engineering ecosystem.
- Develop, own, and execute the roadmap for governance, automation, and control uplift activities.
- Partner with technical teams to ensure all development tools and processes (e.g., GitLab, SonarQube, CI / CD, quality scanning, binary repositories) meet established compliance and quality metrics.
- Drive operational excellence through automation of controls and creation of a “control-by-design” environment.
- Collaborate closely with engineering leaders to align delivery objectives with evolving technologies, including AI-driven coding and automation tools .
- Monitor and ensure compliance with key metrics such as code coverage, control adherence, and tool usage.
- Translate governance and compliance goals into actionable technical execution plans.
- Participate in the modernization of workflows related to DevOps, CI / CD, and control automation.
- Manage and influence initiatives involving multiple teams and hundreds of contributors within a structured but evolving environment.
Qualifications
7+ years of experience in technical project management, program delivery, or portfolio management within a software engineering or DevOps-focused organization.Strong understanding of software development lifecycles , DevOps principles, and CI / CD pipelines.Ability to translate governance and control frameworks into executable delivery plans.Experience with tools such as GitLab, Jira, Confluence, SonarQube, JFrog Artifactory , or equivalent systems.Comfortable working with AI-driven or automation-enhanced development environments.Excellent communication, organization, and stakeholder management skills.Experience within regulated industries (e.g., finance, healthcare) is highly desirable but not required.Exposure to Agile, SAFe, or scaled delivery environments preferred.Bachelor’s degree in Computer Science, Engineering, or a related field preferred.Ideal Candidate Profile
